Security

Community Safety by Mark Hall

On a daily basis I receive emails, phone calls and have personal meetings with residents regarding community safety issues and concerns. All of these communications are welcome due to the fact this is your community and your perception is what I need to be most concerned with. Undoubtedly, the most prevalent concern is roadway safety. Under the umbrella of roadway safety the major concerns are; 1. Speeding! This issue is being aggressively addressed by the deployment of the Traffic Hawk Speed Enforcement System. In the first three weeks of deployment a total of 75 residents were issued warning letters and 10 residents were required to appear before the Grievance Committee. In order to illustrate the relationship of vehicle speed to odds of pedestrian death in collisions, I have provided the research and chart below. If a pedestrian was struck by a vehicle travelling at 20 mph, the odds of dying are only 5%. However, if that same pedestrian was struck by a vehicle travelling at 40 mph, the odds of death increase to 85%. Therefore, I think it is evident why the speed limit within the community has been established at 25 mph and why it is so important to enforce this rule. 2. Is Frenchman’s Creek Drive and Tournament Drive one or two lanes? These two roadways are SINGLE LANE roads. They are very wide to accommodate pedestrians, cyclists, golf carts, maintenance personnel or security/ emergency vehicles. Vehicles should travel in the center of the roadways until they need to move over to accommodate for pedestrians, cyclists, golf carts, maintenance personnel or security/emergency vehicles. There is NO PASSING on Frenchman’s Creek roadways. Pedestrians walking in the correct direction (facing traffic). Security officers who encounter pedestrians walking with traffic instead of facing traffic will stop and request the pedestrian to move to the other side of the road. The vast majority of these encounters are very positive and the pedestrian complies with the request. This typically occurs during the holiday season when 3. Pedestrian Safety 

guests and relatives are present and are either unaware or forgot. I will continue to direct our officers to be vigilant in “redirecting” our pedestrians to walk in the right direction. In addition to our officers efforts, I have produced a video segment addressing this issue and all the other topics within this article that plays on Frenchman’s Creek television throughout the day.  Pedestrians walking three and four abreast instead of single file or no more than two abreast. This issue occurs throughout the year but becomes especially problematic during the holidays due to it happening more frequently. Security officers do speak to residents and guests about this issue, but it does not seem to reduce the occurrence. I would ask our residents not to walk more than two abreast when on property and be aware of those that do. Some of the most influential people in our lives are our peers. When residents point out safety issues to one another, they are more likely to heed the “advice”.

As long as these issues persist I will continue to write newsletter articles and go on Frenchman’s Creek TV to get our residents and guests to act in a safe and prudent manner. Security personnel will also be directed to aggressively address these issues through education and enforcement. I would also encourage residents to take ownership of these issues within their own family and among their peers. It takes all of us to create a safe community! Please feel free to contact me should you have any questions or concerns regarding the topics in this article or security related topic. I look forward to the continuation of a safe season here at Frenchman’s Creek! Extra Holiday Patrols Many of you have commented or inquired about the extra security personnel you have seen on property over the holiday season. Some residents have even stated they don’t like the extra staffing and feel like they are in a “Police State”. The reason for the extra personnel is multifaceted. Primarily, the extra personnel are on property to address the numerous safety issues listed above regarding pedestrians, golf carts and speeding. As the occupancy level of the community increases, so do the calls-for-service. By adding extra staffing we are able to conduct the extra roadway safety patrols while allowing existing staff to respond to normal calls-for-service. Secondarily, the extra personnel are on property as ambassadors of Frenchman’s Creek to assist all of the family, friends and guests who populate the community over the holiday. As ambassadors, they assist in duties such as escorting guests to their intended destination, providing information on where to find specific locations or activities, where to park their vehicle or golf cart and other general requests. Secondarily, they are extra sets of eyes and ears to look out for the well-being of all of our young visitors who are at the playground, pool areas, arcade, clubhouse, Fitness Center, 19th Hole and golf course. We assisted more than one lost child this holiday season in finding their parents. We will continue to increase staffing during the high occupancy holidays in order to maintain the safest environment possible for our residents and visiting family members and guests.

 Pedestrians walking in dark clothing at or after dusk and at or before dawn. As where we all believe this is a common sense issue, we continually have pedestrians who insist on walking in the evening or early morning with dark colored clothing. This is another great opportunity for residents to speak to each other about this practice. Typically, it is not well received when a security officer stops a pedestrian and discusses the color of their outfit. I still encourage our officers to meet with these pedestrians and offer them a reflective vest or illumination device. Most times they refuse, but we will continue our efforts.  Underage drivers driving carts. Our security staff has been given specific instructions on what to do when they observe underage drivers operating golf carts within the community. They are to stop the cart and give the underage driver a ride to their destination. Please understand, we ask the driver their age and if they are licensed. If they look close to the age, we must take them at their word. If it is obvious, we direct them to get into our vehicle and transport them to their destination. This again, is a situation where all residents know the rules and choose to ignore them when their family or guests are on property. Please encourage your fellow members to follow the rules regarding underage driving.  Overloading golf carts and children standing on the back of carts. This is huge safety issue and could result in severe traumatic injury to the young person. Falling from a golf cart travelling at full speed could result in broken bones, head trauma, lacerations, etc… Upon observing overloaded golf carts we do ask the driver to avoid this issue for the safety of their own children.  Golf Carts not stopping at STOP Signs. This is a situation where the person driving the golf cart will pay the ultimate price, financially and possibly, physically. When a golf cart does not stop at an intersection where vehicle traffic exists, they will always lose the encounter. Eventually, the assumption that the other vehicle will stop or slow down will catch up with a driver that takes that risk on a daily basis. For your own safety and that of your passengers, please stop at all intersections with STOP Signs. 4. Golf Cart Safety

PETIQUETTE FOR MAN’S BEST FRIEND

Following are some basic guidelines to take into consideration when visiting the dog park and walking your dog around the community and clubhouse facilities:

 Keep your dog leashed at all times.

 Be aware of your surroundings and what may set your dog off or excite him/her, i.e., loud noises, inclement weather, etc.

 Keep your dog under your control and in your presence at all times, never leaving your dog unattended.  Be aware of your audience - approach people or other animals with caution, asking for their permission as others may be uncomfortable around pets they do not know.  Be mindful of your dog’s temperament and demeanor - know how your dog will react to adults/children, bicyclists, other animals, vehicles, etc.

 Pick up your dog’s waste and dispose of it appropriately.

 Make sure your dog is up-to-date on his/her vaccinations.

 Be mindful of your safety as well as, your dog’s, and others.

We encourage you to walk your dog around the community and visit our Dog Park located on Frenchman’s Creek Drive.

We ask that dog owners be mindful of their dogs, their own safety and others.

Omega-3 fatty acids promote blood flow and the production o f a n t i - i n f l a mm a t o r y substances, which also boost immune function. Take a brisk walk every day . Any kind of moderate daily exercise―such as cycling, swimming, or working out at the gym―can improve lung and immune function. Physical activity enhances the ability of T lymphocytes (white blood cells that attack virus and cancer cells) to ramp up the immune response. But don’t push yourself too hard. Some

studies suggest that high-intensity exercise for two or more hours at a time increases stress hormones, which can lead to suppression of the immune system. Stay three or more feet away from people who are coughing or sneezing. This will keep you outside the immediate spray of their germs. Wash your hands frequently and thoroughly. If you’re not near a sink during the day or you work in a high-germ environment, such as a school, carry an alcohol-based hand sanitizer with you. As you’ve been told millions of times, drink lots of water, don’t skimp on sleep, and get a flu shot. The tried-and-true advice still holds. Staying well hydrated keeps the tissues of the respiratory system moist and helps the immune system work properly. Sleep helps the body function at an optimum level. If you get seven to eight hours of rest a night, you’ll be less likely to become sick, and if you do catch something, you’ll recover faster. October through November is the best time to be immunized, even if you’re a healthy adult. If you can’t stand needles, ask your doctor about FluMist, a prescription nasal-spray vaccine that’s as effective as a shot. Finally, stay home from work when you first feel ill . It’s possible that work-related stress (not to mention commuting) could slow your recovery.

Our professional staff is very excited to offer an outstanding Junior Golf Clinic for your children and grandchildren. A golf clinic is a fun way to make learning golf easier and more enjoyable. We will cover all phases of golf including: the golf swing, etiquette, care of the golf facility, equipment, and the game of golf. All juniors between the ages of 5 and 16 are welcome. Each participant will be provided clubs to use as needed. Due to the success of this program last year, please sign up as soon as possible. Festival Beach Club International FOOD & WINE Starting Saturday, February 1st the Beach Club, Chef Ernesto will take our Members on a culinary tour around the world by featuring a weekly changing menu theme that’s international in scope. Our own Stephen Fischer will be selecting unique wines from these countries and matching them to our menus. BREEZY TUESDAYS AT THE BEACH CLUB B EACH F ISHING AT 8:30 AM Join us on Tuesdays from 8:30 am to 9:30 am to fish your own “Catch of the Day” at the Beach Club. We supply and set up all the fishing equipment for you. Chef Ernesto can prepare your catch for lunch or dinner. You may have it poached, grilled, blackened or broiled with a variety of side dishes. POLO GAME & BRUNCH AT POLO CLUB Sundays, February 16 & 23 The International Polo Club at Wellington is one of the elite polo clubs in the USA. This year the US Open will be held at the Wellington club. The Polo event is the place to be and definitely dress to impress. We will leave Frenchman’s at 12:15 pm. Total price: $100 per person, includes brunch and transportation. We will enjoy the polo game right from the Mullet restaurant at the Polo Club. Game starts at around 3:00pm and it lasts approximately two hours. For those interested, we are also offering a $24 per person two hour open bar. Space is limited. Below are the rules of the Polo game to keep you in the loop. The Rules Similar to soccer, the objective of polo is to drive the ball (which is made of white plastic and weighs 4.5 ounces with a 3.5-inch diameter) downfield and between the opponent's goalposts. The game is divided into six seven- and-a-half-minute play periods called "chukkers." The "line of the ball" is the imaginary path the ball travels on, and it represents a right-of-way for the last player striking the ball. (Crossing "the line" is the most frequent foul in the game.) When the ball is hit between the goalposts, a point is scored and the teams switch ends of the field.

Wednesday, February 19 Palm Beach Gardens Concert Band presents Patriotic Salute at Eissey Theatre in Palm Beach Gardens. The magnificent 65 piece Palm Beach Gardens Concert Band will present its annual Patriotic Concert. Music and marches that make you proud to be an American. Guest artists, and the brilliant Ebony Chorale will sing several solos and they will team up with the Band for a stirring rendition of " The Battle Hymn of the Republic”. Departing from the Main Club at 6:45 pm. Show starts at 7:30 pm. Total price per person is $56 and it includes: full dinner buffet at 19th Hole, transportation and a ticket to the show.
