INTERNATIONAL COMMITTEE REPORT

Another large contingent of Floridians just returned home from Sacramento, California - site of the 2014 IAAO Annual Conference. As a past Florida Chapter President, and IAAO Executive Board Member it always makes me proud to see that Florida is a strong, powerful and important part of the IAAO Mission.

Currently, I have the privilege of Chairing the IAAO International Committee. Newly formed in 2013, the committee is charged with increasing global awareness of IAAO's programs, education and networking opportunities. The 2014 conference included IAAO members

Dorothy Jacks, AAS, CFE

from Australia, China, Iceland, South Korea, Latvia, Lithuania, the Netherlands, Pakistan, the United Kingdom, Canada and the United States. One of the largest international attendee contingents in years, the conference was filled with opportunities to learn from and get to know our international friends.

In addition to many excellent education sessions from international presenters, the 1,000+ conference attendees heard a presentation on Wal-Mart's international reach, including their diverse presence in over 27 countries. Wal-Mart's name is US-only, in other countries it is known by other names and works to provide a shopping experience that it tailored to the culture and traditions of the different countries where it exists.

Representatives from IAAO also met with representatives from the South African province of Kwazulu-Natal in north eastern South Africa. Kwazulu-Natal is the second largest of nine

providences in South Africa with a population of over 10 million, their representatives are looking to use IAAO guidance and standards as the benchmark for their property valuation process. Through cooperative agreements with IAAO, Kawazulu-Natal will become another international tax assessment body that can utilize IAAO materials, training and resources as they build their tax systems.

Another exciting development was discussions with members from south Asia about the possibility of

starting an Asia-Pacific Chapter of IAAO. Currently, IAAO has Representatives in a number of countries, but a new international Chapter outside of North-America will be a first. Stay tuned as details are discussed - IAAO leadership and committees will work on this idea in the fall at Leadership Days, a meeting of all IAAO committee participants, which Florida can proudly claim a number. Meeting our peers from other nations can be very rewarding, it is good to know that the issues and challenges we face day to day; valuing complex properties, explaining our roll in the world of taxation to the public we serve and working with other governmental agencies is not limited to Florida, or the United States but are the same the world over - we are part of a very large community of professionals.

80th ANNIVERSARY IAAO CONFERENCE AWARDS

The IAAO Annual International Conference was held in Sacramento, California August 24 – 27 th providing educational sessions, networking opportunities, events, and exhibits for attending members. Attendees also experienced tremors from the Napa Valley earthquake! This year’s conference marked the 80 th Anniversary of this organization which began in 1934 and now has an association of over 7,500 property assessment professionals.

Alice Weinberg

Kicking off the conference was keynote speaker, “Coach” Jack Lengyel who rebuilt the Marshall University “Thundering Herd” football team following the 1970 tragic plane crash that killed all on board. The 2006 movie “We Are Marshall” details the role “Coach Lengyel” played. His keynote topic: “Strategic Planning for Personal and Professional Success” provided great motivational insight for the attendees. The Monday Awards Luncheon recognized outstanding accomplishments of IAAO members and assessment professionals. The Florida Chapter has been the recipient of the Chapter of the Year Award on 14 occasions and has won the coveted Virginia Cup 6 times. The Outstanding Chapter/Affiliate Award is presented to “an IAAO Chapter or Affiliate organization that has made an outstanding contribution to the IAAO mission” and this year the 2014 award was presented to your Florida Chapter!

The Virginia Cup is presented to the state or province with the most new designees during the award period. Florida was the recipient of this year’s award with 19 completing their designations! This award recognizes a member whose efforts have helped to advance the global development of assessment professionals.

St. Lucie County was presented the Distinguished Assessment Jurisdiction Award. This award is presented to a national, state/provincial, regional, or local

assessment agency that has instituted a technical, procedural, or administrative program that is an improvement over prior programs, and is recognized as a component of a model assessment system and a contributing factor to equity in property taxation. The Florida Chapter was the talk of the conference with all of our well deserved accolades!

2015 FCIAAO FEE INCREASES

The FCIAAO Executive Board recently voted a slight increase in member dues and conference fees. Fee structures for both membership and conference registration have remained at the same level for a number of years while costs have continued to increase for food, beverages, parking, meeting space, etc. Your board is committed to providing discounts on educational programs when feasible and securing sponsorships to continue to provide the best resources available. Sponsorships allow our attendees to meet face to face and learn about the latest innovations in our industry. While this allows additional benefits we still felt a minor increase in member fees and conference registration is warranted.

Therefore the following will be implemented beginning in 2015:

Member Dues: $25 (Regular); $40 (Subscribing); $15 (Associate) Conference Fees: $95 FCIAAO Member; $135 Non-Member

With these slight increases your board will be able to plan carefully to provide our members with the following benefits:

Affordable Member Pricing for Annual Conferences and Seminars Quarterly Newsletter

Access to Member Log-in Proposed Webinar Days Committee Support Job Postings for Member Jurisdictions Property Appraiser Membership Presenter Materials Member Directory Development of Additional Resources Educational and Networking Opportunities Others….

Thank you for your membership and continued participation in our organization. Should you have additional questions, please do not hesitate to contact us. The completion of evaluations available at each conference allows us to hear your recommendations and concerns.

INSTRUCTOR TRAINING WORKSHOP

Your 2013-2014 FCIAAO President Nick Nikkinen, representing the Honorable Rick Singh Orange County Property Appraiser, attended the IAAO Instructor Training Workshop the three days prior to the IAAO 80th Annual Conference in Sacramento, California. Florida was well represented in the class of ten attendees, by the Honorable Jim Overton, Duval County Property Appraiser; the Honorable Scott Russell, Monroe County Property Appraiser; and Kevin Campanaro representing the Honorable Pam Dubov, Pinellas County Property Appraiser.

Several presentations were given over the three day course which were critiqued on numerous factors, including: speaking style and comfort, delivery and voice projection, subject knowledge, illustrations and adaptability. The judging panel consisted of three IAAO senior instructors; our own Pat Alesandrini, Assistant Chief Deputy Hillsborough County; Bob Reardon, Massachusetts; and Garth Thimgan, Colorado; together with Jean Speigel, IAAO's Education Manager. Neil “Nick” Nikkinen, AAS, CFE

This workshop was a great learning experience that I would highly recommend for those of you interested in becoming an IAAO Instructor.

County Spotlight: DUVAL COUNTY

Duval County, which is located in the North Eastern portion of Florida, was founded on August 12, 1822 and named for William Pope DuVal, Governor of Florida Territory from 1822 to 1834. The county seat for Duval is Jacksonville. Duval County had been inhabited by the Mocama, a Timucuan speaking group who lived throughout the coastal areas of northern Florida; and then by the Saturiwa which was one of the most powerful tribes in the region. During the 18 th century a European settlement was established by the name of Cowford, and would later be renamed Jacksonville.

Hon. Jim Overton, CFA

Jacksonville is the largest city in the continental US. It was named after Andrew Jackson, the first military governor of the Florida Territory and seventh President of the United States. When Duval was first formed it covered an area from the Suwannee River on the west to the Atlantic Ocean on the East. In 1824 Alachua and Nassau counties were created out of parts of Duval. Duval took parts from St. Johns County south and east of the St. Johns River in the 1840’s. Clay County was created from another part of Duval in 1858.

Duval is 918 sq. miles which is broken down into 762 sq. miles of land and 156 sq. miles of water. The topographic nature is coastal plain; however, there are some rolling hills.

On October 1, 1968 the government of Duval was consolidated with the government of the city of Jacksonville. Duval County has other cities: Atlantic Beach, Baldwin, Jacksonville Beach and Neptune Beach and they maintain their own municipal governments.

MEMBER SPOTLIGHT: Wendy Sapp

What do you do for the PA? I am responsible for the administrative portion of the Tax Rolls, TRIM, and Value Adjustment Board. I also serve on various committees including the Public Relations and Value Adjustment Board and gives presentations within the community. How long have you been employed by the PA? I have been working in the Alachua County Property Appraisers Office for a total of 13 years. I began working in the Residential department as an

Wendy Sapp

appraiser shortly after I graduated college. I acquired another position with a company and left briefly only to come back to work at the office in the Administrative department.

What do you like most about your job? My favorite parts of my job include the ability to work independently & the people I work with. It’s great to work with people that care about their work and doing a good job. It’s hard to find that environment today because so many people just don’t care about honesty, hard work, and integrity. My current position has been wonderful because I get to split my time between creative and organizational tasks. I love having that duality because when I get stuck on the creative stuff I can switch gears and do the organizational stuff enabling me to use both sides of my brain. Where were you born? I was born in Gainesville, FL. in a hospital just a few blocks from the University of Florida. A Florida Gator from birth! Both of my parents still live in the area around Gainesville. Where was your best vacation ever? When I was sixteen my dad and I took a road trip to visit family in Ohio and Michigan. We decided on the way home we would stop wherever we wanted to go. He picked the mountains and I picked the beach. My dad and I are taking another road trip this month for his birthday and I am very excited to spend some time with him. What are your hobbies? I love outdoor activities especially when the weather is nice. I grew up going to the beach and water skiing on the local lakes around the area. I still enjoy those activities the most. I plan on taking golf back up in the fall when the weather is a little cooler. When I can get my two daughters away from their busy social schedules, we love just to hang out.

What do you plan to do when you retire? Live within my means.

Volunteer.

Travel the world. Buy a motor home. Move to the country. Remodel my home.

Spend time with family and friends.

Become a Public Servant.

Learn to play a musical instrument.

Write a book. Read a book.

Teach a class.
