A BRIEF HISTORY OF THE PFA

The Peterborough Football Association was formed in 1893 as a sub-association of the Northamptonshire Football Association. The primary function of the Association is to promote football in the Peterborough Area and oversee the running of cup competitions for both Saturday and Sunday teams. To this end the Association’s Council promote and organise the Football Association Cup Competitions for all Leagues operating in the Peterborough District. Nine separate competitions are organised, involving at least 200 teams and over 4000 players being registered to take part. These range from senior players with semi-professional clubs to under 13 youth teams. Records reveal that in the 120 years the Association has functioned, there have only been ten secretaries. Although records up to 1908 For many years the Association organised and ran The Peterborough Hospital Cup Competition with such prestigious teams as CNR Loco, Westwoon Works, Fletton Peterborough, and Belvedere Football Clubs taking part. Proceeds from this competition were donated to the Peterborough Hospital. It is interesting to note that both the 25 th and the 50 th Anniversary of the Association were affected by war. The 75 th Anniversary was marked with a dinner held at the old Co-op Restaurant in conjunction with the Peterborough League. The Peterborough Football Association celebrated its 100 th Anniversary during the 1993-94 season, with a game between a combined side made up of players from Thomas Cook and Oundle Town, who have both celebrated their centenary and a Peterborough United Chairman’s XI. are incomplete, there is evidence of a meeting held in 1905 when a W. B. Richardson was secretary. The longest serving secretary was the late Albert Tipler, who served the Association for 38 years.

THE JACK HOGG CHARITY SHIELD

The Jack Hogg Charity Shield has been in existence since 1991 and is an annual competition, usually held between the winners of the PFA Senior Cup and the ChromaSport and Trophies Peterborough District Football League. The competition is based on that of the FA Community Shield and held as a curtain raiser for the forthcoming season. Occasionally, when a team wins both competitions, the team that finished runner up in the league will provide the opposition. This was the case in 2013, where Moulton Harrox, the League and Cup holders, were defeated by League Runners Up, Netherton United.

RULES

1. The Association shall be called "Peterborough and District Football Association" hereinafter referred to as The Association. 2. This Association shall be affiliated to the Northamptonshire Football Association and thus to the Football Association. 3. All Northamptonshire Football Clubs playing under Association rules within a radius of Ten Miles of Peterborough Market Place are members of this Association. 4. All affiliation fees must be paid direct to the Northamptonshire Football Association. 5. The Officers shall be a President, Vice-Presidents, Life members, Hon. Treasurer, Hon. General Secretary and Assistant Secretary (who may be appointed), and the affairs of the Association shall be governed by the officers and a council of up to five Representatives to be elected at the Annual Meeting, along with one Representative from each affiliated Competition and each local referee association, such representative to be elected by the Competition he belongs to and his name sent to the Hon. Secretary of the Association by August 1st in each year and any other person that the Officers and Council may from time to time consider co-opting to Council who is appropriate to further the interests of the Association. No club shall have more than one member on this Council Officers shall be elected annually. The Committee shall have power to fill up any vacancy that may arise and shall continue in office until their successors are appointed. In the event of any elected member of the Council failing to attend for three consecutive meetings, the Council shall, in the absence of a reasonable excuse for this non-attendance, declare his seat vacant. The Council shall meet once every month to conduct the business of the Association. (5 members form a quorum). Members of the Council residing outside the boundaries of the City of Peterborough shall be entitled to claim out of pocket expenses of 35p per mile when attending committee meetings. Officers and Council Members may make nominations for persons to be co- opted as Council Members. All such nominations must be made to the Hon. Secretary and nominations will be considered by the Officers and Council at the next Council Meeting following the date on which the nomination is received by the Hon. Secretary. No person shall be eligible for nomination as a co-opted Council Member more than once in a 12 month period from the date that the original nomination is received by the Hon. Secretary. Any person co- opted as a Council Member shall hold office from the date of the Council Meeting at which he is appointed until the last Council Meeting prior to the next Annual General Meeting but shall be eligible for immediate re-appointment in accordance with this rule. Any such co-opted person to have full voting rights as a member of Council in accordance with Rule 6 below.’ 6. The Annual General Meeting shall be held on or before July 31st, at such place as the Council shall decide, and to such Meetings each affiliated Club or Competition shall be entitled to send two representatives. Special General Meetings may be held at the discretion of the Council, or on receipt by the Hon. Secretary a requisition signed by the Secretaries of at least seven clubs at not less than seven days clear notice. No two clubs shall be represented by the same individual. All Representatives must be bona-fide members of the Club they represent. The Council shall be entitled to vote at all Annual and General meeting’s. 7. In the event of any alteration in the Rules of the Association being necessary notice of such proposed alteration must be sent in writing to the Hon. Secretary on or before 31st May and the Hon. Secretary shall at least seven days prior to the Annual General meeting, inform each Club of the proposal, together with any alteration proposed by the Council. 8. A Hon. Auditor shall be appointed at the Annual General Meeting to Audit the Accounts, and a printed Balance Sheet shall be available to each Club League or Combination from the Secretary at the Annual General meeting of the Association. No alteration in these rules shall be made except at an Annual General Meeting, or a special meeting called for the purpose. If a special meeting is so called, alterations to rules will only be made by a two- thirds majority of Clubs present and voting. Notice of alteration proposed to be moved at a Special Meeting must be given in accordance with Rule 8. 9. No Club or player belonging to this Association shall be allowed to play matches with or against any club not affiliated to this or some recognised Association.

10. All appeals shall be clearly stated and made in duplicate and shall be accompanied with a deposit of £35.00, which shall be forfeited if the appeal be considered frivolous. Such appeal to be made within fourteen days of the alleged occurrence, to the Northamptonshire Football Association. If the appeal is dismissed the appellants may be called upon to pay any expenses incurred. 11. Players are either non-contract or contract. Any player having a contract registered with the Football Association shall be considered a contract player as per FA Rule C relating to players. 12. The Association shall have first claim on any players belonging to Clubs in the Association. Clubs or members of Clubs willfully violating this rule render themselves liable to be dealt with for misconduct. 13. Neither referee, linesman, nor players shall make Bets on any football match in which they are officiating or playing. 14. That if the conduct of any Club or member of any Club, member of this Association, be considered objectionable in Cup-Ties or other match fixtures, the Council shall have power to deal with same and impose such penalty as they think fit. 15. Should either of the two Clubs in connection with a complaint or any club in any dispute whatever have a member on the Council, the said member shall not be eligible to sit on the Council while the said complaint is being discussed. 16. Clubs shall not play matches with scratch teams when any consideration is paid to the scratch teams or anyone connected there with without permission of the Association. Two scratch teams shall not play against each other when gate money is taken, without the permission of the Association. Note: Application is not necessary for scratch teams where gate money is not taken. 17. The Northamptonshire F.A. shall have the power to call upon any club or player to produce books, letters or documents and any other evidence they may desire. 18. All Northamptonshire clubs within a radius of Ten miles of Peterborough Market Place may enter the Cup competitions. Such entry will constitute entering a County Competition. 19. Each member of the Council shall be furnished with a ticket (which shall not be transferable) and all Clubs belonging to this Association shall admit the holder to their grounds and stands upon production of such ticket and without requiring other authority. 20. Any question not provided for in these Rules, the Council shall have full power to deal with the same. All fines imposed by the Association must be paid within 20 days of the date of imposition, and defaulting clubs will automatically be fined a further £20.00. 21. All players must be registered for the Association Cup Competitions as per rule 11 of the Cup Competition rules. 22. A memento provided from the funds will be granted to all officials of the Association who have been actively connected with the government of this Association for a period of 15 years or over. Such officials to be made Vice-Presidents, as vacancies occur. 23. All Suspensions of Players or Officials shall take effect on and from the Monday following the date of the meeting, except in cases when the meeting is held on a Monday, in which case the suspensions will take effect on and from the following Friday. This will not affect suspensions passed upon offenders for any special or serious offence. 24. Members with 21 years service to the Association shall be made "Life Members" and have full voting powers at Council and General Meetings. 25. Clubs failing to reply to Association correspondence shall be liable to a fine of not less than £20.00

CHILD PROTECTION

1. Any Act, statement, conduct or other matter which harms a child or children, or poses or may pose a risk of harm to a child or children, shall constitute behaviour which is improper and brings the game into disrepute. 2. In these regulations the expression “offence” shall mean any one or more of the offences contained in Schedule 1 to the Children and Young Persons Act 1933 and any other criminal offence which reasonably causes the Association to believe that the person accused of the offence poses or may pose a risk of harm to a child or children. 3. Upon receipt of the Association:-notification that an individual has been charges with an offence: Or notification that an individual is the subject of an investigation by the Police, Social Services or any other authority relating to offence: or Any other information which causes the Association reasonably to believe that a person poses or may pose a risk of harm to a child or children then the Association shall have the power to order the individual to be suspended from all or any specific football activity for such period and on such terms and conditions as it thinks fit. 4. In reaching its determination as to whether an order under regulation 3 should be made the Association shall give consideration, inter alia, to the following factors: a. whether a child is or children are or may be at risk of harm; b. whether the matters are of a serious nature c. whether an order is necessary or desirable to allow the conduct of any investigation by the Association or any other authority or body to proceed unimpeded. 5. The period of an order referred to in regulation 3 shall not be capable of lasting beyond the date upon which the charge under the Rules of the Association or any offence is decided or brought to an end. 6. Where an order is imposed on an individual under regulation 3 above, the Association shall bring and conclude any proceedings under the Rules of the Association against the person relating to the matters as soon as reasonably practicable. 7. Where a person is convicted, or is made the subject of a caution in respect of an offence, that shall constitute a breach of the Rules of the Association and the Association shall have the power to order the suspension of the person from all or any specific football activity for such a period (including indefinitely) and on such terms and conditions as it thinks fit. 8. For the purpose of these regulations, the Association shall act through its council or any committee or sub- committee thereof, including the board. 9. Notification in writing of an order referred to above shall be given to the person concerned and/or any club which he is associated as soon as reasonably practicable.

CUP COMPETITIONS RULES

1. NAMES OF TROPHIES The Cups shall be called “The Senior Cup” “The Challenge Cup”, “The Junior Cup”, “The Minor Cup”, “The Sunday Morning Senior Cup”, “The Sunday Morning Junior Cup, “The Sunday PM Cup”, “The Youth Cups”, “The Women’s Challenge Cup”, “The Junior Alliance Cups”, “The Jack Hogg Shield”, “The Peter Waghorn Memorial Cup”, “The Intermediate Cup”, “The Dave Minney Memorial Cup”. The Trophies shall never become the absolute property of any Club. The President, Chairman and Hon. Cup Secretary for the time being and for intents and purposes will be the legal owners of the Cups in trust of the Association. 2. MANAGEMENT OF COMPETITIONS The entire control and management of the Cup Competitions shall be vested in the Council and the Cup Committee of the Association. These Competitions will take precedence over all other fixtures other than Football Association or County Association Fixtures. 3. CUP COMPETITIONS AND STATUS OF CLUBS TO COMPETE THEREIN All affiliated Clubs who play in the Peterborough and District Leagues, must compete in the associated Cup Competitions. Clubs may apply for exemption which can only be granted by the Council. 3a THE SENIOR CUP. To be competed for by Teams from the Peterborough and District Football League Premier Division and up to a maximum of eight teams from the Peterborough and District Football League Division One. 3b THE CHALLENGE CUP. To be competed for by the remaining members of Peterborough and District Football League Division One and Division Two of the Peterborough and District Football League. 3c THE JUNIOR CUP. To be competed for by Teams from the Peterborough and District Football League Division Three and up to a maximum of Eight Teams from Peterborough and District League Division Four. 3d THE MINOR CUP. To be competed for by remaining teams from The Peterborough and District Football League Division Four and teams from the Peterborough and District Football League Division Five. 3e THE SUNDAY MORNING SENIOR CUP. To be competed for by members of the Sunday Morning League, Premier and Division One teams. 3f THE SUNDAY MORNING JUNIOR CUP. To be competed for by members of all other divisions of the Sunday Morning League. 3g THE SUNDAY PM CUP. To be competed for by members of The Peterborough and District Sunday Football League. 3h THE YOUTH CUP(S). To be competed for by members of the Peterborough and District Youth League. The age group(s) to be determined annually. 3i THE JUNIOR ALLIANCE CUP(S). To be competed for by members of the Peterborough Junior Alliance League. The age group(s) to be determined annually. 3j THE WOMEN’S CUP. To be competed for by bona-fide Women’s Clubs. 3k THE JACK HOGG SHIELD. To be competed for by Clubs selected by Council. Entry is at the sole invitation of the PFA. 3l THE PFA/JUNIOR ALLIANCE 6-ASIDE TOURNAMENT To be competed for by clubs selected by Council. Entry is at the invitation of the PFA and Peterborough Junior Alliance League. 4. DATES AND TIMES OF CUP TIES The dates of which the matches of each Competition shall be played, shall be fixed by the Cup committee but may be subject to alteration. Times of Kick-Off will be 2pm for August, September, October, March, April and May, 1.30pm November, December, January and February. Sunday Morning Cup Kick-Off 10.30am. These times may not be changed without mutual consent of both teams and the Cup Committee. The Youth Cup may kick off at 10.30am or in line with afore mentioned kick off times. (The Junior Alliance Cups may kick off at a time either sanctioned by the league or a mutually agreed time). Where an evening kick off is sanctioned the time shall be determined by the Cup committee. Kick off times for all finals shall be determined by the Cup committee.

All clubs entering a PFA Cup Competition shall be sent via email a PDF copy of the competition rules. They can also be downloaded from the PFA website.

6. VENUES AND APPURTENANCES TO THE GAME In all Cup Matches, except Finals, the Club first drawn shall have choice of ground. The Association reserves the right to change the venue of any match if deemed necessary. The Association will advise each club of the name of the team it has been drawn against , along with the Referee and, where applicable Assistant Referees and the time and date on which the match is to be played, which shall be decided by the Association.

The Secretary of the home club must notify in writing to their opponents and the Association Cup Secretary full match particulars including location, directions and club colours (shirts, shorts and socks), at least 7 days before the match.

Football Turf pitches (3G) are allowed in these Competition providing they meet the required performance standards and are listed on the FA’s Register of Football Turf pitches. For clubs playing at Step 7 and below a pitch must be tested (by a FIFA accredited test institute) every three years and the results passed to the FA. The FA will give a decision on the suitability for use and add the pitch to the Register. The home Club is also responsible for advising participants (this includes the match officials) of footwear requirements when confirming match arrangements. The home team must also ensure the facility is available a minimum of two hours prior to kick-off to the away team. The Home Club is required to provide suitable changing facilities for opponents and Referees, including washing facilities failure to do so may result in a fine of £20. The home team must provide goal nets and corner flags. In the event of a cup match being postponed for two consecutive weeks due to the non- availability of the designated pitch, the Cup Committee shall have the power to order the game to be played at the away teams ground. In all matches where assistant referees are appointed, or when instructed by the Cup Committee, Clubs must provide barriers or roping to ensure no encroaching on the field of play or the impeding of assistant referee. Clubs being unable to comply, due to local conditions must seek guidance of the Association. Failure to comply will be dealt with by the Cup Committee. Where dug-outs are provided only the Named Substitutes, Coach (Manager), Assistant Coach (Assistant Manager), and persons responsible for the treatment of injuries to players to be allowed in the dug-out, a maximum of 8 persons. All other persons to remain behind the barriers. Where a technical area is designated, Law V of the Laws of the Game to apply. In matches where dug-outs are not provided and a technical area not defined, the Coach (Manager) may convey tactical instructions to players during the match, however the Coach (Manager) must conduct himself, at all times, in a responsible manner. 7. ADMISSION TO CUP MATCHES Where a gate is taken the minimum charge will be £3.00, £2.00 for concessions. The charges for admission to final ties will be determined by the Cup Committee. 8. APPOINTMENT AND PAYMENT OF REFEREES In all Cup matches the referee shall be appointed by the Association. In all matches except final ties, fees and expenses are to be in line with the associated league fees for their respective competition and where teams from differing divisions playing each other the fee charged shall be that of the senior team. Clubs competing in the Sunday Morning Senior and Junior Cups and Sunday PM Cup only shall share Referee fees and expenses. Such fee and expenses shall be paid promptly at the conclusion of the match. All Clubs must advise the General Secretary of the Association, preferably in writing, not less than SEVEN DAYS before if they are involved in a County Cup on the scheduled date of the fixture. The final ties of all Competitions shall be played on grounds selected by the Cup Committee who shall have direct control of all the arrangements in connection with the matches.

The Cup Committee may appoint assistant referees in Semi-Final and Final ties. Reserve Officials may also be appointed by the Cup Committee to all final ties. Where it is deemed advisable assistant referees may be appointed in the earlier rounds of all competitions.

Referee and Assistant Referees (when appointed) must arrive at the venue for the match at least 30 minutes before the kick-off. Note: - All references to Assistant Referee(s) apply to neutral appointments only.

If the game is postponed or is not played, and the Referee and/or Assistant Referee are in attendance they will be entitled to half match fee plus expenses. It is the responsibility of the Home Team to ensure the match official(s) fees and expenses are paid on the match day. The match official must notify the Association General Secretary within SEVEN days of any club failing to observe the associated payment of fees and expenses. In all matches, except final ties, the secretaries of the Home Clubs shall notify in writing to the appointed Referee and Assistant Referee, full match particulars at least 3 clear days before the match. Referees must report Clubs which fail to observe this instruction. Where assistant referees are not appointed, both Clubs must provide a suitable Club Assistant Referee. Clubs failing to do so may be fined. Separate changing accommodation must be provided for the officials appointed to the matches. Match balls and Assistant Referee flags must be provided by the home team or be subject to a fine of £10 in each case. In the case of all final ties the competing teams must each provide suitable match balls, failure to do so will result in a £10 fine.

Referees must report short teams, late starts, abandoned matches, failure to provide linesman etc. to the Association.

All Club Assistant Referees to report to Referee not later than 15 minutes prior to kick-off to receive instructions. All appointed Match Officials to wear standard black uniform.

9(a) THE MATCH Matches shall be played in accordance with the Laws of the Game. Extra-time of 15 minutes each way shall be played in matches that have resulted in a draw on completion of 90 minutes. If the scores are level after extra-time, the tie will be decided by the taking of kicks from the penalty mark, as set out by the Football Association Limited. There is no provision for replays.

Matches abandoned through the fault of the clubs shall be dealt with by the Association. The Senior Cup ties must be completed by the date stated.

(iv) Youth Cups. A player eligible is one who is a bona-fide registered playing member of the Club (registered with the Peterborough and District Youth Football League by noon on the Friday prior to the match).

(v) Junior Alliance Cups. A player eligible is one who is a bona-fide registered playing member of the Club (registered with the Peterborough and District Junior Alliance Football League by noon on the Friday prior to the match).

(vi) Youth and Junior Alliance Competitions – Identity cards with a current photo, duly endorsed by the respective leagues, must be available for inspection at every match.

In any competition a player shall not play for more than one competing team in the same season.

Semi-final and Final: No player shall be allowed to play in a semi-final or final unless he has played a league game or in an earlier round for that club.

If after the provision of 90 minutes and if extra-time has not been commenced, or a match has been abandoned during normal time, extra-time or the taking of kicks from the penalty mark and neither Club being at fault it must be played on the ground of the second drawn Club on the following Saturday/Sunday. The half time interval will not be more than 10 minutes.

9(b) REGULATIONS FOR YOUTH MATCHES Matches shall be played in accordance with the Laws Of The Game.

9(c) REPLAYS (There is no provision for replays). There will be no provision for a replay of a final. If, at the completion of 90 minutes and extra time the scores are still level, the tie shall be decided by the taking of kicks from the penalty mark, as set out by The Football Association. 9(d)(i) SUBSTITUTIONS A Club may at its discretion and in accordance with the Laws of the Game use five substitute players in any match in these Competitions who may be selected from five players. A player who has been substituted himself becomes a substitute and may replace a player at any time subject to the substitution being carried out in accordance with Law 3 of the Laws of the Game. 9(d)(ii) In the case of the Senior Cup, a club may at its discretion, use three substitute players at any time in a match. Substitution can only be made when play has stopped for any reason and the Referee has given permission. A maximum of five substitutes may be nominated and they must be advised to the Referee before the commencement of the match. 9(d)(iii) For Junior Alliance Football – teams in the under 13 age group and below, a player who has been substituted himself becomes a substitute and may replace another player at any time subject to the substitution being carried out in accordance with Law 3 of the Laws of Association Football. A club may at its discretion and in accordance with the Laws of the Game use 5 substitute players in any match in this competition. 9(e) BREACHES OF CUP RULES Reports of short teams, late starts, abandoned matches, failure to provide Linesmen etc. shall be referred to the Cup Committee, who will determine any action that may be required. 10. TEAM COLOURS Where the colours of two competing teams are similar, the home team must change. Goalkeepers must wear colours which distinguish them from other players and the Referee. All shirts must be distinctly numbered on the back. Teams failing to comply will be dealt with by the Cup Committee. Where there is clash of colours in a final both teams shall provide a second set of team colours.

11. (a) QUALIFICATION OF PLAYERS

(i) Senior Cup/Challenge Cup/Junior Cup/Minor Cup . A player eligible is one who is a bona-fide registered playing member of the Club (registered with the Peterborough and District Football League by noon on the Friday prior to the match).

(ii) Sunday Morning Senior Cup/ Sunday Morning Junior Cup. A player eligible is one who is a bona-fide registered playing member of the Club (registered with the Peterborough Sunday Morning Football League by noon on the Friday prior to the match).

(iii) Sunday PM Cup. A player eligible is one who is a bona-fide registered playing member of the Club (registered with the Peterborough and District Sunday Football League by noon on the Friday prior to the match).

11(b) ALL COMPETITIONS A bona-fide playing member is one who has been registered to play in the League in which the Club competes. If the League in which the Club plays has a closing date for registration then, after such closing date, special permission for additional players must be obtained from the Secretary of the Association. A player, shall not, in the same season play for more than one Club in the same Saturday Competition, or more than one Club in the Sunday Competition. A player may not return to a lower Competition having played in a more senior Competition. 11(c) CLUBS WITH TWO OR MORE TEAMS Clubs who are eligible to enter both Saturday and Sunday Competitions must only play players who are registered for Saturday Football in Saturday Competitions, and those registered for Sunday Football in Sunday Competitions. Clubs entering their Reserve Teams into the Sunday Morning Junior Cups may only play Reserve Team Players. Any player having played in three first Teammatches during the four weeks preceding the Cup Ties shall not be allowed to take part unless permission has been obtained from the Association. Clubs entering “Reserve” Team into the Senior, Challenge, Junior or Minor Cup may only play "Reserve" Team players. Any player having played in three first Team matches during the four weeks preceding the Cup Ties shall not be allowed to take part unless permission has been obtained from the Association. Clubs entering their "A" Team into the Junior or Minor Cup may only play "A" Team players. Any player having played in Three Reserve Team matches or any first Team matches during the four weeks preceding the Cup Ties shall not be allowed to take part unless permission has been obtained from the Association. Clubs entering their "B” team into the Minor Cup may only play "B' team players. Any player having played in three "A" team matches or any first or reserve team match during the four weeks preceding the Cup Ties shall not be allowed to take part unless permission has been obtained from the Association. 11(d) POSTPONED, DRAWN AND ABANDONED MATCHES In cases of postponed, drawn, abandoned, or replayed matches only those players shall be allowed to play who are eligible on the date originally fixed for the tie to be played, except a player who has been suspended who may play following the expiry of any suspension. 11(e) CONTRAVENTION OF RULES OF QUALIFICATION Any Club contravening this Rule will be struck out of the Competition, and may be fined a minimum of £ (£35.00). Where a (club) Team is removed from the competition the opposing team shall be awarded a walkover with a score of 0-0. 11(f)(i) A CLUB BRINGING THE ASSOCIATION INTO DISREPUTE Any club found by the Peterborough Football Association to have brought the Association into disrepute will be struck out of the Competition, and may be fined a minimum of £35.00. Where a Team is removed from the competition the opposing team shall be awarded a walkover with a score of 0-0. 11(f)(ii) AN INDIVIDUAL BRINGING THE ASSOCIATION INTO DISREPUTE Any individual found by the Peterborough Football Association to have brought the Association into disrepute may be excluded from all Association competitions for a minimum period of twelve months. 12. FAILING TO FULFIL FIXTURE Any Club refusing to play, failing to play, scratching from playing, or failing to complete the match against the Club with whom it has been drawn within the time stated, shall be struck from the competition, and fined a minimum £50 for the Senior Cup and Challenge Cup, and a minimum of £30 for the Junior Cup, Minor Cup, Sunday Morning Senior Cup, Sunday Morning Junior Cup, Sunday PM Cup, Youth Cup, Junior Alliance Cup and Women’s Cup. Where a club is removed from the competition the opposing team shall be awarded a walkover with a score of 0-0. Saturday Clubs playing in the Senior Cup may not play more than ONE player who has played for any other club in any senior league or cup competition during the past four weeks.

13. RESULT OF THE MATCH 13(a) TEAM/RESULT SHEETS

Teams shall 15 minutes prior to kick off time produce to the Referee a complete team sheet of up to 16 players in BLOCK LETTERS who will be representing the club in the fixture to follow. The Referee is then to pass these lists on to the opposing Club before the kick off and to report to the General Secretary of the Association any club who fails to supply such a list. 13(b) NOTIFICATION OF MATCH DAY RESULT All Clubs must submit the result of the game in accordance to their respective League rules. Failure to do so shall be subject to a fine of £30 13 (c) Teams must complete and submit their team sheets as per their own League Rules. Rule 13a also applies. Clubs failing to comply with this rule shall be subject to a minimum fine of £30. Incorrect/Incomplete or falsified result sheets will be referred to the Cup committee and will be subject to a minimum fine of £30.

14. MATCH EXPENSES In all rounds with the exception of the final all clubs competing in the Sunday Morning Senior and Sunday

Morning Junior Cup and Sunday PM Cup only shall share Referee and Ground Expenses. Clubs with private grounds shall only be allowed to charge the Regional Local Authority current ground hire prices. In other Cup Competitions the HOME TEAM will be responsible for Ground and Referee expenses.

15 VIOLATION OF THE RULES 15(a) PROTESTS

All questions relating to the qualifications of the competing clubs or interpretation of the Rules, or any dispute, or protest whatever, shall be referred to The Association Council at the time the violation takes place, or at such time as the violation of the Rules subsequently discovered. But such protest must be lodged in duplicate by the protesting club with the secretary of the Association within 5 days of the date of the match, accompanied by a deposit of £35 which may be forfeited at the option of the Council should they consider the protest to be trivial or groundless. 15(b) APPEALS All appeals to be clearly stated and made out in duplicate and shall be accompanied by a Deposit of £35 which shall be forfeited if the appeal be considered frivolous. Such appeal to be made within FOURTEEN DAYS of the posting of the notification of the decision of the Association Council to The Secretary of the Northamptonshire Football Association, in writing, in duplicate, and must fully explain the grounds of the appeal, quoting the Rule concerned and be accompanied by the relevant correspondence. An appeal fee is liable to be forfeited if the appeal is not sustained.

15(c) POWERS OF THE COMMITTEE If the association should subsequently discover that any rule or spirit of the rules has, in their opinion, been violated by mutual agreements or otherwise, it shall be in the power of association to disqualify one or both Clubs from further competing in the ties, or order the match or matches to be replayed and to impose such other penalty as it may think fit without any protest having been laid by either or any Club. The association reserves the right to re-instate any club to a competition. All questions of eligibility, disqualification of players, interpretation of the competition Rule or failure to comply with the Laws of the game, as well as other matters in dispute, shall be referred to the Secretary of the association and thereafter the Council, whose decision shall be final. 15(d) CHARGES With the exception of Rules 6, 8 and 13, for all breaches of Rule a formal written charge must be issued. The respondent shall be given seven days from the date of notice to reply to the charge and given the opportunity to (i) Accept or deny the charge (ii) Submit in writing a case of mitigation, or (iii) Put their case before the Cup Committee. 16 CUPS AND TROPHIES The Association shall present to the winners of the Final Ties a suitable trophy which will be retained by the Association following the competition presentation. In addition the winning club will be provided with a replica trophy which shall be retained by the club indefinitely. In order to recognise services to those Secretaries of at least FIVE YEARS STANDING whose Club competed in the FINAL TIES of any Competitions, a memento similar to the Players shall be awarded to such Secretaries for the most Senior Competition as determined by the Association 17 MEMENTOES The Association will present mementoes to both the winners and runners up of all competitions of the final tie. When a player taking part in any final tie of the Competition is ordered to leave the field of play for misconduct, the award to which he may be entitled will be withheld until the matter has been referred to the Association. Applications to purchase not more than 4 extra mementoes with name of Players will be dealt with by the association. In final ties of Competitions, the appointed Referees, Assistant Referees and Reserve Officials will receive a memento.

18 GENERAL NOTICES INSTRUCTIONS TO SECRETARIES – Cup Entry Forms, Fees and all correspondence for Association Council business should be sent to the Hon. General Secretary.

Any club failing to deal with correspondence within SEVEN days shall be fined £20.00.

Cup entries should be in the hands of the Hon Treasurer by August 1st. Payment can be made directly to the Peterborough Football Association Bank Account, details of which will be advised within any application or invoice. Alternative if paying by Cheque, P.O.’s etc these should be made out to The Peterborough Football Association.

Please be prompt in your attention to all official correspondence.

All matters other than official written nature shall be reported to the Council by the Hon. General Secretary.. The monthly meeting of the Association Council takes place on the second Wednesday of each month throughout the year.

By means of inscription and participation in these Cup Competitions every Club certifies to be well versed of all conditions in these regulations and to assume the Rules unreservedly.

Every club is responsible to their County Football Association for the action of its Players, Officials and Spectators. Clubs are further required to prevent spectators threatening or assaulting Officials and Players during and at the conclusion of a match.

The referee chooses the goal at which the kicks will be taken The referee tosses a coin and the team whose captain wins the toss decides whether to take the first or the second kick The referee keeps a record of the kicks being taken Subject to the conditions explained below, both teams take five kicks The kicks are taken alternately by the teams If, before both teams have taken five kicks, one has scored more goals than the other could score, even if it were to complete its five kicks, no more kicks are taken If, after both teams have taken five kicks, both have scored the same number of goals, or have not scored any goals, kicks continue to be taken in the same order until one team has scored a goal more than the other from the same number of kicks A goalkeeper who is injured while kicks are being taken from the penalty mark and is unable to continue as goalkeeper may be replaced by a named substitute provided his team has not used the maximum number of substitutes permitted under the competition rules With the exception of the foregoing case, only players who are on the field of play at the end of the match, which includes extra time where appropriate, are eligible to take kicks from the penalty mark Each kick is taken by a different player and all eligible players must take a kick before any player can take a second kick An eligible player may change places with the goalkeeper at any time when kicks from the penalty mark are being taken Only the eligible players and match officials are permitted to remain on the field of play when kicks from the penalty mark are being taken All players, except the player taking the kick and the two goalkeepers, must remain within the centre circle The goalkeeper who is the team-mate of the kicker must remain on the field of play, outside the penalty area in which the kicks are being taken, on the goal line where it meets the penalty area boundary line Unless otherwise stated, the relevant Laws of the Game and International F.A. GUIDELINES FOR MARKING REFEREES The mark awarded by a club must be based on the referee’s overall performance. It is most important that the mark is awarded fairly and not based upon isolated incidents or previous games. The referee’s performance should be determined by the table below which should act as a guide for the overall mark which should fall within the mark range for each standard of performance.

Notes • Using a scale of up to 100 allows greater flexibility for clubs to distinguish between different refereeing performances more accurately. • A mark within each mark range can be given to reflect the referee’s performance e.g. a mark of 79 indicates a somewhat better performance than a mark of 71. • A mark between 71 and 80 represents the standard of refereeing expected.

• When a mark of 60 or less is awarded, an explanation must be provided to the League or Competition by completing the appropriate box on the marking form. It must include comments which could help improve the referee’s future performances. Even where a referee has significant shortcomings there will have been some positive aspects which should be given credit; extremely low marks (below 20) should be very rare.
