Leach Park Trust

From the Will of Charles E. Leach: Dated 2/15/1916 "City of Spencer, Iowa, in trust, for the purpose of improving and caring for Leach Park" in said City. And I direct that "said City's share be perpetually maintained and loaned out or invested by the Treasurer of said City in good, safe, interest bearing securities, to be approved by the City Council, and that the interest and income derived there from be used to further assist said City in improving and caring for said park property. And I further direct that a good and sufficient bond be require by said City of said Treasurer, to insure the faithful performance of this trust, the said bond to be provided at said City's expense."
