Andean forest policies analyses Bolivia ’s Joint Mechanism of Mitigation and Adaptation of Integral and Sustainable Management of the Forest andMother Earth includes forests as one of its goals (Pacheco Balanza, 2014). The document does not, however, present specific strategies for Andean forests. There is an opportunity to work with the government, international organizations, civil society and local populations to formulate programmes for Andean forests in Bolivia. Both Ecuador and Peru focus their strategies for their Andean forest (and forests in general) on

climate change mitigation (e.g. reduced emissions from reduced deforestation through the REDD+ initiative) rather than on adaptation. Colombian Andean forests are within the legal framework that protects flora (laws 299, 464 and 599). International agreements for timber use, including penalties for illegal use of non-timber forest products, also apply. In 2010, resolution 383 listed the threatened wild species, including tress, across the country (Garavito et al., 2012). the Colombian high mountain ecosystems. One of the programme’s objectives was to expand research on climate change in mountain ecosystems in order to understand the ecosystem goods and services provided; the structure and function of forest ecosystems; ecological restoration; and vulnerability to climate change. In addition to research, the programme also included goals and activities for conservation, mitigation, and adaptation of páramos to climate change (Ministerio de Medio Ambiente, 2002).
