S MALL W IND E NERGY S YSTEM A wind energy conversion system consisting of a rotating wind turbine and related control or conversion equipment that converts the kinetic energy in wind into mechanical energy, has a rated capacity of not more than 100 kilowatts (kW), and is intended to primarily reduce on-site consumption of utility power for homes or businesses. S OLAR E NERGY C OLLECTION S YSTEM A system consisting of solar panels, modules, and related equipment (e.g., heat exchanger, pipes, inverter, wiring, storage) that collects solar radiation and transfers it as heat to a carrier fluid for use in hot water heating or space heating and cooling, and/or that collects solar energy and converts it into electricity. As an accessory use, a solar energy collection system is designed to primarily meet on-site demands (but may include transfer of excess electricity to an electric utility grid) and components are typically mounted on the roof(s) of principal or accessory structures, but may be mounted on other parts of structures, or on the ground. S OLAR R EFLECTIVE I NDEX (SRI) A measure of a constructed surface’s ability to reflect solar heat, as shown by a small temperature rise. It is defined so that a standard black (reflectance 0.05, emittance 0.90) is 0 and a standard white (reflectance 0.80, emittance 0.90) is 100. SRI combines reflectance and emittance into one number. S OLID W ASTE D ISPOSAL S ITE As defined in N.C., Gen. Stat. 130A-290(a)(36), any place at which solid wastes are disposed of by incineration, sanitary landfill, or any other method. S PA OR H OT T UB An above- or below-ground structure that is filled with water and used for soaking, relaxation, massage, or hydrotherapy. S PECIAL E VENTS Temporary activities or events conducted by civic, philanthropic, educational, or religious organizations, or activities of a business or organization that is not part of its daily activities and are open to the public. Such activities include, but are not limited to, closeout sales, grand openings, fundraising or membership drives, carnivals, fairs, circuses, and tent revivals. S PECIAL F LOOD H AZARD A REA (SFHA) The land in the floodplain subject to a one percent or greater chance of being flooded in any given year based on current conditions hydrology. S OLID W ASTE D ISPOSAL F ACILITY As defined in N.C.G.S. 130A-290(a)(35), any facility involved in the disposal of solid waste.

S PECIAL U SE P ERMIT See Section 2.5.5.

S PECIALTY E ATING E STABLISHMENT An establishment selling specialty food or beverage items that normally do not constitute a full meal— including, but not limited to, ice cream parlors, dessert cafés, snack shops, juice and coffee houses, and retail bakeries. Accessory uses may include pick-up facilities for take-out orders, windows for walk-up service, outdoor seating, and where permitted, drive-through service facilities.
