1. PURPOSE The purpose of this administrative policy is to establish procedures for the use of City owned equipment, information technology, cellular phones, and communication resources. The City has a substantial investment in these resources which are necessary for the provision of services to the community and for operation of the City. These resources are purchased or funded by the City using public funds. It is inappropriate, and may be a violation of Federal or State law, for these resources to be used by employees for any inappropriate or personal use. In addition, personal use of City resources may contribute to the erosion of public trust and can compromise the City’s ability to be effective and efficient in meeting its mission, goals and objectives. 2. DEFINITIONS: For the purposes of this policy, the following definitions will be used: 2.1 “ Cellular phone ” means any handheld wireless communication device including cellular phones, smart phones, or other similar handheld wireless devices capable of voice and/or internet or text transmission. 2.2 “ City communication resource ” means methods or places the City may use to post or distribute information including the City website; City printed materials such as newsletters, the recreation activity guide, and brochures; the government access channel (Channel 17); and City property such as counters, windows, public bulletin boards, vehicles, and other public display areas at City facilities. 2.3 “City equipment” means any piece of equipment, tool, supplies, or materials purchased or owned by the City. 2.4 “Employee” means any person who receives a paycheck from the City of Morgan Hill or any volunteer providing services to the City of Morgan Hill. 2.5 “Information Technology” means any equipment, software, and systems which are used in work tasks and are capable of storing information.
