Employees who are issued City owned cellular phones are required to reimburse the City monthly for any personal use. The employee should identify which calls are personal calls and reimburse the City at the time the cell phone bill is processed. Employees are responsible to retain a copy of City owned cellular phone records for personal income tax purposes.

6.3 The City Manager may establish a monthly allowance for selected employees listed in Group 1-A, B, C, and D of the current Management Resolution who use their personal cellular phones for official use. A. Based on the needs of the City, the City Manager may, at his or her discretion, create, change, or eliminate the cell phone allowance of employees at any time. The City Manager will use the following criteria to determine the necessity of a cellular phone allowance: 1. Cellular telephones necessary for promoting public or employee safety shall have the highest priority for approval. 2. Executive Staff members with direct responsibility for managing field operations, who are required by the nature of their jobs to spend a significant amount of time in their vehicles and who receive a high volume of time-sensitive calls.

Employees whose job responsibilities clearly dictate the unquestionable need for cellular communication.

B.

Employees who are eligible for allowances may receive a one-time cellular phone purchase allowance of $100. The list below contains the current cellular phone allowances that have been determined by the City Manager. The cellular phone allowance is taxable. Eligible employees may decline an allowance. $50 Allowance (approx. 450 minutes/month) Assistant to the City Manager Council Services & Records Coordinator Director of Building Assistance and Housing Services Director of Community Development Director of Finance Program Administrator Recreation and Community Services Director Senior Human Resources Coordinator Senior Civil Engineer
