6.4 The City Manager may authorize employees listed in Group 1-A, B, C, and D of the current Management Resolution to use a city issued cellular phone in lieu of receiving a cellular phone allowance as listed in section 5.3 above. Additional classifications may be issued City cellular phones at the discretion of the Department Director. 6.5 Employees receiving a cellular telephone allowance are responsible for the following: A. Employees receiving the City’s cellular telephone allowance will be responsible to purchase and maintain their cellular phone, and pay the monthly bill.

An allowance-based cellular phone is the property of the employee and will be retained by the employee when the employee leaves City employment. The City may not be named as a lessee. Employees are eligible for this allowance only if they provide the City their cellular phone telephone number and agree to accept and make City business calls through this service. Employees must also be available via cellular phone as directed by their supervisor. In the event of an emergency, an employee with an allowance-based cellular phone may incur a substantial increase in usage for official use. In addition, an employee who does not qualify for a City cellular phone allowance may incur work-related charges. In such events, and at the discretion of the City Manager, employees may submit their detailed cellular telephone bill for reimbursement of official calls.

USE OF CITY COMMUNICATION RESOURCES 7.1 City communications resources are to be used for the purpose of carrying out City business.
