MINUTES FOR SPECIAL TOWN MEETING Town of New Gloucester July 31, 2023

The Special Town Meeting was called to order at 7:03pm, by Town Clerk, William H. Kerbin, Jr.

The Clerk led the Annual Town Meeting attendees in the Pledge of Allegiance.

To choose a Moderator to preside at said meeting.

No other nominations were made. Motion to close nominations:

Stephen Hathorne

Those in favor of closing nominations: All Opposed: None

Nomination of Donald Libby carried. 3 votes were cast for Donald Libby Donald Libby was elected Moderator.

The Clerk administered the Oath of Office to the Moderator.

The Moderator said he is using the Maine Moderator’s Manual Guide to Town Meetings, Sixth Edition 2005.

The Moderator asked for a motion to allow non-resident Staff to speak.

Stephen Hathorne moved and Peter Bragdon seconded a motion to allow non-resident Staff to speak. The vote carried unanimously.

The Moderator explained procedures and guidelines for the Town Meeting.
