No GRANT WRITTEN FOR THE FEDERAL GoVERNMENT EVER Is ACCEPTED AS WRITTEN) AND THE SIJ"lt,1ER OF 1975 WAS SPENT IN REWRITING SECTIONS AND EXPLAINING PORTIONS OF THAT OOCUMENT WHICH TO US HERE AT USD SEEMED PERFECTLY LUCID) CLEAR AND SPECIFIC!
