LETTER FROM THE PRESIDENT

Hello FBINAA Members,

As we wrapped up 2023 and welcomed in new members from Sessions 285, 286, 287, and 288, I can say with confidence that it has been a very busy year. We have seen changes in many areas of the association as well as the FBI National Academy. As you review the information contained in this publication, you should take pride in knowing that this staff and leadership continues to review our programs and build new ones to keep this association at the forefront of law enforcement training. Our staff is unmatched and, under the guidance and leadership of Executive Director Jeff McCormick, they continue to build the FBINAA brand while ensuring our financial sustainability. During the first half of 2023 under Tim Braniff’s presidency, we focused on our “Reach Out And Re-engage” (ROAR) campaign to encourage past members to come back to the association and experience the opportunities that only members have. We are constantly working to identify and implement the tools needed by our chapters in order to engage at the local level with NA graduates to increase chapter membership and member involvement. Increasing our membership and building our worldwide network of law enforcement professionals continues to be a priority. During the second half of 2023, our association hired our current Executive Director, Jeff McCormick. He has been learning the many facets of the association and working to ensure each of them moves in a positive direction with a level of professionalism we are proud of. Bringing new ideas, personnel, and leadership into our association while focusing on building our relationships with our Strategic and Academic Alliance Partners as well as the FBI has been a focus during his first few months.

With the support of our members and partners, we continue to build our financial strength. This allows us to focus on our mission of impacting communities by providing and promoting law enforcement leadership through training and networking. As proven many times, our worldwide network of law enforcement leaders is exceptional and benefits the communities we and others serve. The FBINAA National Office and the National Board continue to serve the members of this association. It is with great pride I can say the best interests of this association and its members are the priority of the leadership at both the National and Chapter levels.

Joining you in Service,

Scott Rhoad FBINAA President

LETTER FROM THE EXECUTIVE DIRECTOR

Friends,

In many ways, 2023 was a year of transition for all of us. Just as the world attempted to return to “normal” following the COVID-19 pandemic, so did the FBI National Academy Associates. This annual report presents a summary of the obstacles and accomplishments that marked our progress in the past year. One of those challenges relates to our membership numbers. The pandemic caused the cancellation of seven sessions of the National Academy, which means nearly 2,000 potential FBINAA members did not have the chance to attend the Academy and join our ranks. Once classes resumed, they were reduced in size from prior sessions, resulting in fewer graduates. At the end of 2023, there were 14,370 members of the FBINAA. Our vision is for the continuous development of the world's strongest law enforcement leadership network, and we are committed to raising the number of our members. Attendance at the National Academy is one of the most prestigious honors attainable by law enforcement leaders, and membership in our Association of graduates should not be a question. Throughout 2024, we will continue to focus on member benefits and encourage lifelong membership—not only as a sworn officer, but throughout retirement as well. The strength of our Association is in our membership! Another measure of the value of our Association is reflected in the number and caliber of our partners. We are proud of the dozens of Strategic and Academic Alliance partners who have established relationships with us and our members, and we welcome the new partners joining us in 2024. I encourage you to examine the list of our partners on pages 14 and 15 and get to know how they can assist your agency or you in your career.

JEFF McCORMICK Executive Director

Our Education and Training branch continued to reach law enforcement agencies and officers across the continent. Through in-person forums, webinars, and podcasts, we have focused on our mission of impacting communities by providing and promoting law enforcement leadership through training and networking. Participation in our Leadership Certification Program grew across the country. Reviews of our 2023 National Annual Training Conference in Denver were overwhelmingly positive and have us excited for the presentations and training at the 2024 National Annual Training Conference in Kansas City. Be sure also to review our new website at www.fbinaa.org and follow us on Facebook, LinkedIn, Instagram and Twitter. Our Marketing and Communications team are hard at work highlighting the activities of the students during each session, as well as our National and Chapter events happening around the world. As you review this report, I know you will see the National Board and National Office team are doing excellent work and making a profound positive impact on our Association. Thank you for your continued support of the World’s Strongest Law Enforcement Leadership Network!

Sincerely

Jeff McCormick Executive Director

EDUCATION & TRAINING

LEADERSHIP CERTIFICATION PROGRAM In 2022, we introduced the FBINAA Leadership Certification Program. This program offers a series of courses, open to all law enforcement professionals, that encompass the latest strategies, techniques, and real-world leadership scenarios to prepare each attendee to better lead their respective unit, shift or agency into the unpredictable future of law enforcement. Since its inception, over 2,000 individuals have enrolled in the program with over 150 graduates. LEADERSHIP APB PODCAST SERIES In 2023, the FBINAA continued with the production of its podcast series entitled Leadership APB. The monthly Leadership APB podcast series engages law enforcement and public safety executives in discussions on timely and current topics affecting first responders around the world. These leaders share their leadership and managerial philosophies, successes, and obstacles they have encountered in their careers. The podcast series are free audio programs distributed to FBI National Academy Associates’ members, their staffs, and other law enforcement executives that provide our communities, states, countries, and profession with the highest degree of law enforcement professionalism and expertise. The Leadership APB podcast series is broadcasted on the first Wednesday of each month. In 2023, 12 episodes aired with a listenership of over 3,000 members and nonmembers. OFFICER SAFETY & WELLNESS Officer resiliency, safety and wellness continues to be one of the keystone advocacy issues of the FBINAA. In 2023, thanks to the support of the Motorola Solutions Foundation, over 3,000 law enforcement and correctional officers were trained in the Comprehensive Officer Resilience Program® and 88 new trainers were certified through Train-the-Trainer programs held throughout our Chapter network.

EDUCATION & TRAINING

LEADERSHIP FORUMS In 2023, the FBINAA conducted nine Leadership Forums : one Mass Casualty Response Leadership Forums, one Officer Resiliency, Safety & Wellness Leadership Forums, one School Shooting Prevention Leadership Forum, and six Leadership Tactics and Strategies for Tumultuous Times Leadership Forums. The goal of these Forums is to provide all law enforcement and other leaders with the knowledge, skills, and resources needed to improve the overall security and wellness of their communities. THE FALLEN OFFICERS FUND Verizon Offers Support Where It Matters, When It Matters. For many years, Verizon has supported Public Safety and the families of law enforcement who have made the ultimate sacrifice. To date, Verizon has donated more than two million dollars to the surviving families. These funds are distributed through Verizon’s partnership with the FBI National Academy Associates, Inc. In many instances, members of the local FBINAA Chapter will present the donation to the family. Please contact the office of the FBI National Academy Associates with information on any sworn officer killed in the line of duty, feloniously or accidentally. The Association will coordinate with Verizon and The Verizon Fallen Officers Fund to distribute funds to that officer’s designated beneficiary. TRAINING WEBINAR SERIES Our members and their staffs enjoyed 20 free webinars in 2023 as part of the FBINAA's Training Webinar Series. These webinars covered the latest topics and trends in law enforcement and public safety, and featured experts from around the world. Over 4,500 law enforcement executives benefited from this member service.

59TH NATIONAL ANNUAL TRAINING CONFERENCE JULY 29 - AUGUST 1, 2023 | DENVER, CO

The four-day 2023 National Annual Training Conference was attended by 2,148 individuals. This conference included 45 hours of law enforcement training sessions, general membership meeting, two major evening events, a welcome reception, opening and closing ceremonies, a professional exhibition, and four hospitality receptions. In fact, Denver had the second-highest number of law enforcement professionals attending this conference in the last ten years. Family and guests also attended in high numbers, with almost 200 more than attended in 2022.
