POLICY/ROLES AND RESPONSIBILITIES

Ownership: The Information Technology Department centrally manages the City of Greensboro’s network, enterprise servers, and software systems. Any exception to this policy requires approval from the CIO and a memorandum of understanding defining mutually agreed upon roles and responsibilities. Service Level Monitoring: Under a Tier II agreement, the Information Technology Department retains the right and responsibility to evaluate annually and periodically monitor Tier II system implementations. This evaluation performed by the Cyber Security Division safeguards systems from the potential of external damage to the organization from failure or malfunction. These assessments also certify that all conditions of the Tier II agreement are current, including staffing levels, certifications, and application of system protections as established by the Information Technology Department. IT Project Review: The IT Management Board will review and approve the procurement, design and/or implementation of new technology or systems to ensure that the system is secure, compatible with other systems, and aligned with organizational technology strategies.

DEPARTMENT RESPONSIBILITIES

A. Information Technology Department : The City of Greensboro’s Information Technology Department maintains oversight of the technical direction of the organization and shall:

(1) Ensure that Tier II departments receive updates on scheduled system changes.

(2) Ensure that Tier II departments receive updates on current processes and procedures.

(3) Communicate with Tier II departments on a routine basis to identify times for scheduled system outages.

(4) Promptly Notify Tier II departments of system incidents using a defined process.

(5) Advise departments on best practices for technical projects and the requirements of this policy.

(6) Assist in the validation and implementation of new projects.

(7) Provide Change Management and Incident Management training to Tier II staff.

(8) Provide technical assistance as necessary to a Tier II Department based on prorated monthly Tier I rates.

(9) Enforce this policy as required.
