Growth The Sacramento Region continues to adapt to the new environment after the economic recession in 2008. In 2012, the average revenue per casino was $25.69 million less than the amount achieved prior to the recession. Challenges In addition to the new economic environment for the California region, online gaming remains a significant challenge facing California tribes. With the state looking for new sources of tax revenue and Nevada operating online gaming, many analysts are predicting California will be the next state to introduce online gaming. While tribes have been working with the state to ensure their interests are represented, the legalization of online gaming will only bring greater competition to a region still struggling to regain momentum after the economic collapse in 2008. Opportunities With the challenges of online gaming comes opportunities. With online gaming emerging in California, tribes will be able to expand their customer base across the state which could alter the competitive landscape. Outside online gaming, tribes also have been working to renovate their facilities making them either resort destinations or community entertainment and cultural centers. Region Specific News The North Fork Rancheria Tribal-State Gaming Compact was approved in October 2013; however, opponents to gaming expansion obtained enough certified signatures to contest the California legislature authority to negotiate the compact. The issue is now being debated in the court system and may have a significant impact on inter-governmental negotiations between tribal and state governments. Tribes in the region have continued their efforts to open new casinos. • The Federated Indians of Graton Rancheria opened their $800 million Graton Resort & Casino in 2013. • The Jamul Indian Village entered into a management and development agreement with Penn National Gaming for the new $360 million Hollywood-Branded Casino & Resort in San Diego County. Several tribes have announced expansion, upgrades and renovation efforts. • Barona Resort & Casino announced that it has begun the installation of a multi-million dollar air filtration and purification system. • The Viejas Casino changed its name to Viejas Casino and Resort and launched a $36 million project to add a hotel with 29 suites and 99 rooms.
