In the City’s 2010 UWMP, a 10-year range (1999-2008) was used to calculate the 2020 urban water use target, which yielded a 10-year average per capita water use target of 199 gpcd. Following the update of the baseline population based on the 2010 census data, discussed in section 5.4, the average per capita water use target over the same 10-year range was equal to 205 gpcd. In order to provide an average per capita water use target consistent with that identified in the 2010 UWMP, a new 10-year range of 1995-2004 was selected to calculate the average per capita water use. Using this updated 10-year range and the population data updated based on the 2010 census data, a 10-year average per capita water use of 199 gpcd is achieved, which is consistent with the 2010 UWMP. 5.3.2 Determination of the 5-year Baseline Period (Target Confirmation) Law 10608.12 (b). (3) For the purposes of Section 10608.22, the urban retail water supplier’s estimate of its average gross water use, reported in gallons per capita per day and calculated over a continuous five-year period ending no earlier than December 31, 2007, and no later than December 31, 2010. In order to confirm that the calculated 2020 Urban Water Use target meets the minimum water use reduction requirements, water use must also be calculated over a 5-year baseline period. The 2010 UWMP selected a 5-year range of 2003-2007, which yielded a 5-year average per capita water use target of 198 gpcd. The 2015 UWMP does not update the 5-year baseline period.
