Bill, I have responded to your email below. We are working diligently to help SWJV recover the schedule which requires us to be working together. Without a schedule, a floating end date, or even an idea of when areas will be ready for us we cannot help SWJV wrap this up.

Nothing is said in the 6:30 am,  the weekly foremen meeting or during the course of day in the field. Just want to clarify some items and move forward. SWJV is not expediting the slope soffits but trying to keep to your schedule and help your progress. We are discussing the perimeter slope soffit on the west side which you are currently working  one tradesmen on. With regard to the obstruction in your way for this activity we strongly disagree, you’re your photos in the report are misleading and are a snap shot in time not when you ready to work in the area. If there is something in your way your staff needs to verbally communicate to SWJV so the area can be cleared. I walked with Gary and he agreed that the areas are available to add additional manpower.  One man working on the west soffit is unacceptable and the material under these areas is minimal see photos. If you have the manpower and you need the entire west side we will clear it.   As indicated in our meeting at the beginning of December, these areas need to be cleared for us to work.  It was indicated in November that the entire South side of the bridge (beyond the fire shutter) would be cleared for us, which is clearly not the case.  We have indicated verbally the last three weeks that these areas are to be cleared, from the entire Spearhead team.  Is there someone else on your team that has not been at the meetings that Spearhead has to also make aware of this need?   As of Tuesday last week, these areas are still not weathertight.  They are leaking water onto the existing column covers that were installed and is clearly not ready to be finished up. The photos accurately document the current conditions of the site.  This was to be completed by Thanksgiving.  Understand, when the West side is cleared, we will provide the manpower to work these areas.  Not the other way around.   The photos you have attached are of one column line that we have access to.  This doesn't clearly show the North end of this specific column line where there is no access, or the East side column lines.  We are all aware that these areas are not accessible, with preparation work still being performed at these areas.   The Brooklyn Diner area will be cleared of other subcontractors material and available for Monday as discussed in our past meeting. Also I will have a list for other areas that will be available to you, i.e. 2 nd floor, 4 th floor fire alarm room walls, and the southeast shaft and wall (you need to fire stop the southeast wall otherwise it will be difficult to complete with the shaft built) .   We have reiterated the need to have the Brooklyn Diner area cleared out prior to us working.  It is a mess of materials and lifts, not productive for our workers to perform this work.  You have indicated here that these areas WILL be available to us, but that they aren't currently.  Once they are available, we will provide the manpower to work these areas.  We have indicated that we outlined a plan to be completed with the bridge installation this month, having these areas available for us the last week of the month does nothing to help Spearhead meet SWJV's recovery schedule.   With regard to the use of the spider over the walkway, it is not SWJV responsibility to provide scaffolding, lifts or other equipment for subcontractors to perform their work. SWJV does have a spider for subs to use, if our self-perform trades are not using it. Also we are getting another spider delivered to the site today. Please note, it is SWJV's responsibility to provide access to these areas.  Spearheads schedule, coordinated with SWJV at the beginning of the project, was to complete these areas before the moving walkway went in.  Due to circumstances beyond Spearheads control, these areas were not available to us, and now has to be performed over and around the moving walkway.  This reduces production, and increases costs.  Due to that, it now becomes SWJV's responsibility to provide access to the areas.   Your comment regarding the second shift spider/key you should know that the sprinkler fitter used the spider till 5:30pm. SWJV was not informed until 10:30pm with a phone call to Zac at home that there was no key.  Again communication, why was the missing key not communicated SWJV when Spearhead wanted to use the spider? Your night staff knows that SWJV has a second shift superintendent (Zack was on site till 8:00 pm that night ) and 3 laborers working on the bridge.
