UTILITY OVERVIEW PARKING AUTHORITY

MISSION STATEMENT To provide a range of parking options and choices for resident, business and transit needs, and effectively manage the demand for on and off street parking facilities in an innovative and cost effective manner while ensuring the safe and efficient movement of pedestrians, cyclists, and motorized vehicles. KEY PROGRAM AND SERVICES The Parking Authority Utility is a self-funded program that involves planning, managing and enforcing the City’s on and off street parking assets by Engineering and By-law Enforcement staff, employing leading edge technologies, such as license plate recognition and pay stations that provide a user friendly interface, and improved theft security and efficient enforcement. All aspects of parking are handled through this team including the development of parking standards and regulations, parking signage, pay parking, commercial vehicle & parking enforcement, and truck parking.

2015 ACCOMPLISHMENTS

ECONOMIC  Increased number of parking stalls managed from 1,678 to 1,998 which combined with improved management, has increased revenues by over 20%.

ENVIRONMENTAL  Transitioned to a new mobile payment

 Implemented an electronic file system for Service Requests, eliminating paper-based documentation requirements.

SOCIO-CULTURAL  Developed and distributed new public information brochures to provide easy -to-reference guidelines for common parking issues;  Undertook extensive analysis and public consultation on residential parking that enabled implementation of a variety of measures to increase parking supply in East Clayton; and

 Coordinated efforts with the RCMP Prolific Offender Suppression Team and other Metro Vancouver cities’ parking departments to enable the arrest of a perpetrator of frequent parking meter break-ins.
