CAPITAL PROGRAM CONTRIBUTION & EXPENDITURE OVERVIEW The Capital Financial Plan allocates available financial resources to proposed investments in capital. Because Surrey is a growing city, its capital requirements are significant. Each year, the City builds and acquires assets such as roads, parks and equipment. The City also makes upgrades to existing infrastructure and replaces obsolete or worn-out components. Capital projects compete for limited financial resources. To prioritize these resources, Council uses a Capital Planning Process and a Capital Ranking Model. Council has also adopted a Five Year Operating Model and Capital Financial Planning Model. The process and models are described in the Capital Planning Process section that follows. CAPITAL FUNDING CONTRIBUTIONS Capital expenditures have many different funding sources. The following graph shows the mix of funding sources used over the last five years to fund the City of Surrey’s Capital Program:
