Public/Private Partnerships Riverside County is at its strongest and has achieved its greatest accomplishments when the business community, local government, and institutions of higher education join together to achieve common goals. That collaborative was born with the creation of March Air Force Base at the turn of the 20th century and re-evidenced with the creation of a University of California campus in Riverside in 1954. Since then, this partnership has continued to thrive and has led to additional achievements, such as: UCR, the County of Riverside, and the business community are proud of their strong collaboration which has led to the following industry-university partnerships: • The City of Riverside, County of Riverside, and UCR have created the first accelerator, called Riverside ExCITE, located in downtown Riverside and serving as a catalyst for the creation of multiple incubators and entrepenurial programs throughout Riverside County. • UCR’s Center for Environmental Research and Technology (CE-CERT) has partnered with AVL, the world’s largest independent company for the development, simulation and testing technologies of powertrains for passenger cars, trucks, and large engines, to create a new facility called the AVL

Calibration and Repair Center at CE-CERT, focused on portable emissions measurement systems (PEMS). The new facility will serve AVL customers and PEMS users and will shorten lead times for routine PEMS calibration and repair cases. In a UCR press release, Kyle Kimel, President of AVL Test Systems, Inc., said, “[T]his facility and partnership with [UCR] will help us serve our customers better […] That’s why we’re doing this.” Universities and colleges in Riverside County would be delighted to work with Amazon to develop teaching and research partnerships that would diversify Amazon’s workforce, improve its operations, and better serve its customers.

Support from the National Science Foundation has further bolstered the region’s entreprenuers. Additionally, the recent addition of $10million to create the new UCR Highlander Venture Fund coupled with new successful start-ups from the region, have
