Caribbean takes centre stage at climate change conference REGIONAL BRIEFS

Prince Charles for Caribbean tour next month CASTRIES, ST LUCIA (CMC): Britain’s Prince Charles and his wife, Camilla, the Duchess of Cornwall, are due to go on a Caribbean tour next month. The Prince of Wales and the Duchess of Cornwall will arrive in St Lucia on March 17 and will be guests of honour at an event to mark the island’s 40th anniversary of political independence from Britain. Governor General Sir Neville Cenac and Prime Minister Allen Chastanet will welcome the royal visitors. The visit forms part of a March 17-29 Caribbean tour that will take the royal visitors to Barbados, St Vincent and the Grenadines, St Kitts-Nevis, Grenada, Cuba and the Cayman Islands. The visit to Cuba will be the first for members of the British royal family. Haiti condemns burning of US flag PORT AU PRINCE, HAITI (CMC): Prime Minister Jean-Henry Céant has“strongly condemned”the burning of the United States flag by demonstrators last weekend asWashington urged all“political actors”in the Caribbean country to“protect their democracy”. “We condemn the dishonest act done on the flag of our American friends. We also condemn attacks on embassies of friendly countries such as Peru and Italy. These acts are not good at all and do not honour the pride of the nation,” Céant said in a statement. Opposition political parties have been staging street demonstrations in support of their calls for President Jovenel Moïse to step down, after accusing him of not investigating allegations of corruption in the previous government over PetroCaribe, an oil alliance of many Caribbean states with Venezuela to purchase oil on conditions of preferential payment. Last weekend, nearly 200 demonstrators burnt an American flag in Port-au-Prince, calling on Russia to assist Haiti to resolve the crisis. The protesters accusedWashington of being responsible for the situ- ation in Haiti, having “put President Jovenel Moïse in power”. Rejecting US interference and the occupation of Haiti, protesters shouted loudly, “Down Americans, Long Live Putin.” PM names new slate of candidates for general election ROSEAU, DOMINICA (CMC): PrimeMinister Roosevelt Skerrit has named ninewomen, including his wife, Melissa, in a virtual new slate of candidates as the ruling Dominica Labour Party (DLP) seeks tomaintain power in the upcoming 2020 general election. Addressing the DLP Special Delegates Conference on Sunday, Skerrit dropped a number of senior ministers in his “change team for these changing times”. “Your fresh-looking Dominica Labour Party is a change that Dominica needs at this time. We have presented to you…the fresh faces of change in Dominican politics,” Skerrit told supporters, adding, “I appeal to the family of Labour to embrace this fresh group of patriots.” Among the casualties are Public Works Minister Dr Colin McIntyre, who in the past had served as acting prime minister, and Sports, Youth Affairs Minister Justina Charles, the wife of the late prime minister, Pierre Charles, whom Skerrit replaced as prime minister in 2004. Skerrit said that those persons not selected would not be placed in the political wilderness, “and had agreed to remain in the service of the people of Dominica, but in different capacities”.

Fellowship. A radio journalist from Haiti and a print reporter from Jamaica are among the beneficiaries. “We think it is very important that conferences around climate aren’t just echo chambers with ministers (of government) and‘important people’ on a more international level, but also to have the feedback of locals. We think that journalists/ media is the key link between these two things. That isn’t emphasised enough in these kinds of events,” Free Press United’s Project Officer Amy Vis told The Gleaner . In endorsingVis’views on the need to further empower environmental journalists, Media pro- grammes officer with The Stanley Foundation, Devon Terrill, pointed to the need for them to expand their role in this particular setting.

“It really is a two-way communication. Journalists are reporting about things and developments that are happening at these conferences, but there are things they are learning on the ground that they are feed- ing back into these discussions that are very valuable and unique and useful for people. So they are able to contribute but also gain information that they can translate back to local audiences.” More than 450 participants from 50 coun- tries have been confirmed for the conference being held under the theme‘Doable’, whichwill also discuss a comprehensive Caribbean Plan of Action on climate change.

THE HAGUE, THE NETHERLANDS: THE CARIBBEANwill be one of the areas of focus at the two-day Planetary Security Initiative at the Novetel Den Haag World Forum in The Hague, which starts today with Caribbean Disaster Emergency Management Agency Executive Director Ronald Jackson among the speakers. Iraq, Mali, and Lake Chad will be the other regions of focus at the event, to which The Stanley Foundation out of the United States has partneredwith Free Press Unlimited, a non-gov- ernmental organisation in The Netherlands, to sponsor 15 journalists from across the world under a Planetary Security Conference Media

Jamaica lagging behind in HIV/AIDS target, says Tufton

Nickoy Wilson/Staff Reporter H EALTH MINISTER Dr Christopher Tufton says that based on current statistics, the country is likely to miss a global HIV/AIDS target on persons knowing their status, accessing treatment, and living healthier lives. Jamaica is among countries par- ticipating in the United Nations Programme on HIV and AIDS (UNAIDS) 90-90-90 initiative, which says that by 2020, countries should achieve 90 per cent of people liv- ing with HIV knowing their status, 90 per cent of people who know their HIV-positive status access- ing treatment, and 90 per cent of people on treatment having sup- pressed viral loads. “So 2020, you have this 90-90- 90 target. Target one in terms of known: 78 per cent. Target two in terms of treatment: 46 per cent. Target three in terms of viral suppression: 57 per cent. For me as a minister of health, it’s not encouraging. “It is telling me that we need to do more, and the question is in terms of all the parameters and variables that need to be assessed. What are the areas we can do more in? Where are we falling down? Why are the obstacles so great? How does the collabora- tion strengthen its mandate?”said Tufton. The health minister was speak- ing yesterday at the official opening of the AIDS Healthcare Foundation (AHF) health centre

on Hagley Park Road in St Andrew. The AHF health centre is a stan- dalone facility that will cater to persons affected by HIV and other infectious viruses and will provide testing, treatment and counselling services. At the same event, a memo- randum of understanding was signed between the Ministry of Health and AHF to enhance HIV/ AIDS response in health centres across the island. While saluting local and interna- tional partners who have commit- ted financial and other resources to ‘WE ARE ALL VULNERABLE’

tackling HIV/AIDS in the country, Tufton lamented that there are still barriers to efforts aimed at tackling HIV/AIDS locally, including stigma. “Jamaicans need to appreci- ate that in a sense we are all vul- nerable. We are all vulnerable. Technically speaking, theoretically speaking, we are all vulnerable. Yes, there are more vulnerable groups than others, but it’s not a men-who-have-sex-with-men dis- ease, to be absolutely frank and

straightforward about it. “That’s a vulnerable group, prob- ably. So are the boys on the streets who don’t have homes [and] who sell themselves becauseof their eco- nomic circumstances – very vulnera- ble group. But guesswhat?Married people are vulnerable, too. People who don’t have sex at all could be vulnerable because of blood trans- fusion and other stuff,”Tufton said.
