MISSION

The mission of the MSVCC is to provide educational opportunities to constituencies who live within the various community and junior college districts in Mississippi and to others beyond those boundaries. The mission includes providing access to instructional offerings through advanced technologies for those individuals who currently cannot take advantage of the offerings of the community and junior college through traditional means and to those individuals who are seeking alternative educational delivery systems.

MSVCC AND THE MCCB Through collaborative partnership with members of the Mississippi Virtual Community College (MSVCC) and the Mississippi Community College Board (MCCB), the Division of eLearning & Instructional Technology provides services, support, and resources to participating colleges and their respective educators and administrators in alignment with the goals and mission of the MSVCC.

MSVCC MODEL

MSVCC HISTORY

The Mississippi Virtual Community College (MSVCC) as it is known today was created amid the technology boom of the mid-to-late 1990s. Technology in general, and distance education in particular, seemed to hold great promise in solving a number of problems in higher education. At the time, many state leaders believed distance learning could expand educational access and increase economic development, and that putting resources into a consortia model made sense financially. By the year 2000, almost every state in the nation had created some initiative or entity resembling a virtual college. Mississippi was no exception. Founded with a desire to leverage distance learning resources-including faculty, courses, support services, and technology, Mississippi’s community and junior colleges entered into the distance education arena with a mission to provide access to instructional offerings and training through advanced technologies to all constituents of Mississippi. Nearly 20 years have passed since the inception of the MSVCC, and while little has changed with the original premise, the evolution of the Internet and digitization of content has brought about a transformational shift in society. Technology has changed the way in which people access information, form relationships, conduct business, govern, and learn. Higher education has been transformed, both in how institutions operate and how faculty members teach. Many of today’s students were born digital. They have never known a world without the internet. Days are lived in a constantly changing, technology-infused, connected world. Students expect everything to be digitally enhanced, including courses, degrees, campus

services and resources. Coupling student demand with technology and the way in which it impacts learning has also cultivated new terminology to define it. Digital learning or eLearning was coined as a classification to categorize any instructional practice that makes effective use of technology which includes online learning, distance learning, hybrid learning, and blended learning (Educause, 2013). Regardless of the terminology, to maintain a competitive edge and ensure progressive participation, colleges require well-trained and supported faculty members, instructional designers, media producers, quality assurance staff, administrative personnel, technical facilities and access to current and emerging technologies. While much has changed since the establishment of the community college system, one thing which remains constant is the commitment to provide accessible, affordable, stable, and practical educational services to the people of Mississippi. The MSVCC honors this commitment.

COMMITTEES The consortium serves as an infrastructure for collaboration to strategically address needs that are shared across the system. While the colleges are technically considered competitors, within the consortium, all have agreed to align their interests and resources to collectively create a broadly usable solution. The alignment of interests is achieved by having strategic initiatives, decided upon and carried out by committee members comprised of community college personnel. These committees serve as incubators of innovation for Mississippi’s community colleges. Their collective efforts are focused on four strategic initiatives: Success, Quality, Support, and Growth.

COLLABORATION MELA LEADERSHIP

The MSVCC eLearning Association (MELA) maintains three officers consisting of a President, President-Elect, and a Secretary. Officers are elected by the Association in May and begin serving their term on August 1st. Since the committees are focused on the quality, success, support, and growth of the consortium as a whole, they are able to develop policies, practices, and procedures that promote effective collaboration and a cohesive model for the students who participate in the MSVCC. 1 2 3 4

MSVCC P&P: Developed and approved by the MSVCC, the P&P manual ensures consistent delivery of MSVCC courses and services and outlines minimum MSVCC operating standards.

MEMORANDUM OF AGREEMENT: All colleges participating in the MSVCC agree to basic MSVCC guidelines as set forth in the MSVCC P&P manual & sign a MOA with the MCCB that outlines the primary responsibilities of the MCCB and the college.

PROCTORED EXAMINATIONS: MSVCC courses require proctored exams to ensure compliance with SACSCOC standards which requires that institutions demonstrate that a student who is registered in a distance education course is the same student who participates in and completes the course.

CALENDAR: Developed to allow

adequate time for review and approval, the MSVCC calendar establishes common statewide dates for each term offered.

Fiscal Year 2018 FINANCIAL HIGHLIGHTS STATE FUNDING

All MSVCC provider semester credit hours for the summer, fall and spring semesters of the prior year are divided by 30 to determine the number of FTEs and are included in the academic, technical and career categories. Academic, technical and career categories are weighted at 1.0. MSVCC students must be actually enrolled and in attendance the last day of the sixth week of each full-term semester, or its equivalent, and reside within the state of Mississippi to qualify for funding. For FY19, MSVCC shared host and provider hours may qualify for incentive funding on the basis of the prior year full-time equivalency of MSVCC shared hours during the summer, fall and spring semesters. To be considered in this separate section of the formula, the MSVCC student at the “host” institution must be taking the course from another “provider” institution. Those semester credit hours being hosted by one institution shall receive funding at the weight of 0.75 and those semester credit hours being provided by one institution shall receive funding at the weight of 0.25. EDUCATION TECHNOLOGY APPROPRIATIONS In Section 12 of Senate Bill 2964, the Legislature appropriated, out of the state general fund, a total of $7,099,160 to the MCCB for the purpose of defraying the Education Technology Program at the community and junior colleges. Education Technology funds may be used to pay for recurring technology costs which include voice, data, and video line costs, internet access, maintenance on computer software and hardware, technology training needs for faculty and staff, and equipment upgrades. Each community and junior college district is provided two technology positions at $50,000 per position. Internet utilization costs assessed by ITS are estimated at $540,000 and will be paid from education technology funds. The balance of the funds available after line charges, technical positions, backbone costs, and after the MCCB receives its share of the SB 2964, the remainder is distributed to the community and junior colleges based upon the following formula:

ED TECH APPROPRIATIONS: $1,865,115

Of the $7,099,160 appropriated in S.B. 2964, the sum of $3,460,000 is utilized to offset education technology needs of the Board and colleges. For FY18, $1,865,115 was allocated to the eLearning & Instructional Technology Division and $1,594,885 was allocated to the Information Services Division. For FY18, MSVCC participating colleges were charged $12.00 per MSVCC host course enrollment. Effective July 1, 2018, a $0.90 cent fee per SCH per semester will be assessed to each college by the MCCB for the purpose of funding contractual obligations and services utilized by the Colleges. Of the $176,759.08 collected from USM at a rate of 70% tuition and $12.00 MSVCC assessment fee, a total of $173,747.08 was allocated to the colleges providing courses. The remaining $3,012 was utilized by the eLearning & Instructional Technology Division to offset contractual obligations and services.

In Fiscal Year 2018, $3,541,541.01 (90%) of the budget was utilized for services that directly support teaching and learning through contractual services (75%) and subsidies, loans & grants (15%). The remaining $368,414.25 (10%) is considered operating expenses which includes salaries (9%), travel (<1%), commodities (<1%), and equipment (<1%).

The consortium is generally able to negotiate (much) lower prices for goods or services being awarded than any single institution in the collective. These savings are usually significant ranging from 10% to 35%. To further advance the mission and goals of the consortium, the MSVCC leverages contractual services, resources, and support for the advancement of faculty and student success at each of the community colleges. • Contractual Services consist of any service which utilizes MSVCC funding. The adoption or renewal of any contractual service is initiated by members of the consortium and follows a rigorous evaluation and implementation process. • The Division of eLearning & Instructional Technology is pleased to provide Resources and Support designed to assist consortium members in creating robust teaching and learning environments.

ASPIREDU Dropout Detective is a student retention and success solution that integrates directly with Canvas to provide a “risk index” of how likely it is that each online student will drop out of or fail their online courses or traditional courses that heavily utilize Canvas. The program analyzes past and current behavior to predict future performance. Instructor Insight uses data from the learning management system to provide an overview of an instructor’s behavior and performance in each course. CANVAS BY INSTRUCTURE A comprehensive cloud-based Learning Management System (LMS) that connects all digital tools and resources for learning and instructors into one comprehensive package. Tier 1 Support is a 24/7/365 Help Desk that provides assistance via phone, live chat, email, or web form for learners, instructors, and administration. The Help Desk provides customized assistance based on a knowledge base portfolio submitted by each institution ensuring that assistance received after hours is in compliance with individual school policies and procedures. The Canvas Catalog is an institution or company branded platform that allows for the promotion of paid and free programs. Catalog can be utilized to manage registration and/or payment for professional development, certification programs, continuing education, and customized training solutions. LINK-SYSTEMS NetTutor is a customized online tutoring service for all major subjects that allows each institution to customize the service through a unique Rules of Engagement. Each tutor holds a minimum of a bachelor’s degree and is located within the United States. CONTRACTUAL SERVICES

Refer Tutor Report (RTR) simplifies the process of referring students to tutoring alleviating the need for instructors and administrators to follow up on referrals manually. Referrals are initiated by instructors and include specific details regarding the areas in which students need to receive help; all subsequent steps are guided by those needs. Students automatically receive email notifications with explicit instructions on how to access tutoring – ensuring they can get help as quickly as possible. Many institutions are electing to utilize this service in conjunction with Success Centers and NetTutor. MELO A virtual library that mirrors the traditional library through online databases, electronic books and journals, and scholarly web sites. Learners and instructors can utilize this service to search for books, journals, magazine articles, and news items; conduct refined searches within a specific database such as EBSCO or CREDO; chat live with a librarian; and find citation guides such as MLA and APA. • Opposing Viewpoints: Issues Database - resource for debaters and includes pro/con viewpoints, reference articles, interactive maps, infographics, and more. • CREDO: Academic reference – Replaces books that includes a dictionary, encyclopedia, background checks, etc. • Discovery Platform + PreSTEP • Films on Demand: Academic Resource - Curriculum- focused streaming video titles from producers such as Films for the Humanities and Sciences, PBS, A&E, History, ABCNews, BBC, NBC News, Shopware, Biography, National Geographic and others.

Coverage begins in 1995. • Question Point 24/7: Student Support - provides an around the clock reference service, built by a cooperative of participating libraries. Libraries agree to answer questions for each other in real time, using our virtual reference software. The Cooperative helps supplement your hours of service by being available to your community 24 hours a day, seven days a week, including holidays. • SIRS Researcher: Issues Database - Social Issues Resources Series for trending pro/con leading issues. MILD GRANT The MSVCC Innovative Learning and Design Mini Grant is awarded to eLearning Departments of the 15 Mississippi community colleges for projects designed to support the Strategic Initiatives of the MSVCC. Each college may be awarded up to $15,000 annually for supplies, equipment, consultants, technical assistance, registration fees, and travel. MS-SARA | NC-SARA The State Authorization Reciprocity Agreement is an agreement among member states, districts, and U.S. territories that establishes comparable nation-wide standards for interstate offering of postsecondary distance education courses and programs. The reciprocity allows participating Mississippi colleges and universities to offer distance programs and courses to residents of member states without seeking state- by-state approval, and is intended to make it easier for students to take online courses offered by postsecondary institutions based in another state. SARA is overseen by a National Council (NC-SARA) and is administered by four regional education compacts. QUALITY MATTERS A faculty-centered, peer review process designed to

certify quality of courses and digital components. QM is an internationally recognized peer-based model that has received national recognition for its approach to quality assurance and continuous improvement of online education and instructional design. PROFESSIONAL DEVELOPMENT Webinars and courses are offered through the MSVCC Academy on a wide variety of topics such as: Canvas, instructional design, teaching best practices, educational web applications, and contracted vendor services. Academy offerings are coordinated by the MSVCC and the MCCB and are primarily taught by highly-qualified community college eLearning personnel; however, Partnership Series sessions are often facilitated by the vendor. To accommodate the various needs of the MSVCC, courses and webinars are offered both day and evening, online, face-to-face, synchronous, asynchronous, self-paced, and at various conferences and workshops throughout the year. RESPONDUS Respondus Lockdown Browser is a custom browser that locks down the testing environment within a learning management system to ensure academic integrity in the classrooms, assessment labs, or during proctored examinations. Respondus 4.0 is a tool for creating and managing assessments that can be printed to paper or published directly into Canvas allowing instructors to set point values, select number of questions, and create variations of test banks with the click of the mouse. SMARTERSERVICES SmarterMeasure quantifies a learner’s level of readiness to study online and/or in a technology rich environment by measuring non-cognitive variables of Individual Attributes (motivation, procrastination), Learning Styles, Life Factors (time, support resources), Technical Skills and Competency, On-screen Reading Rate and Recall, and Typing Speed and Accuracy.

SmarterProctoring is a proctoring management system that organizes and manages all proctoring modalities including virtual testing center, virtual proctoring, in- person proctoring, and automated proctoring. The software is delivered inside Canvas, centralizing the proctoring process for all 15 schools and the 55 testing centers across the state of Mississippi. This tool allows institutions the flexibility to select what proctoring modalities that best meet their students’ needs. An internet-based plagiarism prevention service that integrates through an LTI into Canvas and is utilized to check student submissions for original content. STATE AUTHORIZATION RECIPROCITY AGREEMENT

On November 2, 2015, the Southern Regional Education Board (SREB) approved Mississippi as a member state to participate in the SARA with an effective date of January 1, 2016. MSVCC ACADEMY The changing landscape of technology and use of digitally enhanced learning has made access to affordable professional development a necessary component for educators. Effective professional development enables educators to develop the knowledge and skills needed to address not only technology concerns but also student learning challenges. The MSVCC Academy provides quality professional development services which enables the community colleges to support a high volume of instructors. To accommodate the various needs of the consortium, the MSVCC contracts with facilitators and course developers utilizing MSVCC funds to offer courses and webinars in a variety of formats including both day and evening, online, face-to-face, synchronous, asynchronous, self-paced, and at various conferences and workshops throughout the year.

WEBINAR AND COURSE DESCRIPTIONS MSVCC ACADEMY CANVAS CALENDAR One of the challenges facing both students and instructors is keeping track of all the assignments planned throughout the term. Instructors are teaching multiple courses, and students are learning in multiple courses. Every course has its own timeline for when things need to be done. This synchronous webinar will teach you the fundamentals of using the Canvas Calendar in your course. CANVAS GRADEBOOK This synchronous webinar will teach you about the features in the Canvas Gradebook. You will learn student view, icons, assignment groups, weight total points, sub-total columns, current vs. final score, messaging students, sorting columns, and an introduction to SpeedGrader. Blueprint Courses allows Canvas admins to create content and learning objects, lock specific settings or content items, and push updates to all associated courses through course syncing associations. This synchronous webinar will demonstrate how to use Canvas Blueprint courses.

MSVCC ENROLLMENT TOOL This synchronous webinar is designed for instructors teaching or considering teaching online classes through the Mississippi Virtual Community College. QUALITY….WHY DOES IT MATTER?

How can a college measure and guarantee the quality of a course? This question is especially important for consortia and systems which share available seats for online courses similar to the MSVCC model. Originally created by the MarylandOnline consortium as a quality assurance solution to address the need for course quality standards, Quality Matters has evolved into an internationally recognized instructional design model. Courses designed with quality standards ensure clear expectations will be provided to the learner on how to successfully complete the course and align learner outcomes with activities, materials, and assessments. Through collaboration and research, Quality Matters was adopted as the instructional design model for the MSVCC. The following series defines training currently available to administrators and instructional designers at participating colleges. Over the next three years, the MSVCC plans to expand Quality Matters sessions to all faculty and staff.

APPLYING THE QUALITY MATTERS RUBRIC QM’s flagship workshop on the QM Rubric and its use in reviewing the design of online and blended courses is intended for a broad audience, including but not limited to faculty, instructional designers, administrators, and adjunct instructors. It is particularly helpful to those new to QM or those considering the adoption of a quality assurance process for online and blended learning. The APPQMR is the prerequisite for the Peer Reviewer Course, which is the required course to become a QM Peer Reviewer. MASTER REVIEWER CERTIFICATION COURSE The Master Reviewer Certification (MRC) is an advanced certification course for experienced QM Peer Reviewers. The role of QM Master Reviewer is integral to ensuring the rigor and consistency of the peer review process. In this course, Peer Reviewers will learn the role of Master Reviewer including management of the entire review process and coaching peers to ensure helpful recommendations are provided for course improvements. ONLINE FACILITATOR CERTIFICATION The AOFC is an intensive, three-week long course that prepares participants to serve in the role of QM Certified Online Facilitator for the APPQMR workshop. The course prepares qualified participants to facilitate the online Applying the QM Rubric (APPQMR) workshop including preparation, navigation, management, and assessment. A synchronous session is held at the beginning of the of the course to explain the setup and requirements of the course.

PEER REVIEWER CERTIFICATION COURSE The Peer Reviewer Course is designed to prepare experienced online faculty to become QM-Certified Peer Reviewers. The Peer Reviewer Course includes a review of Quality Matters, practice in critiquing and writing helpful recommendations, and a Practice Review in which the participants are asked to review Specific Review Standards in an online course using the QM Course Review Management System (CRMS). F2F FACILITATOR CERTIFICATION The AFFC is an intensive, three-week long course that prepares participants to serve in the role of QM Certified APPQMR Face-to-Face Facilitator. This course extends understanding of the QM Rubric to a level of expertise that will allow participants to facilitate the face-to-face (F2F) Applying the QM Rubric (APPQMR) workshop at their institutions. It includes two weeks of course content, an extensive two-hour conference call at the end of the second/beginning of the third week and a culminating assignment in the third week. QM COORDINATOR TRAINING The QM Coordinator Training (QMCT) is a self-paced course that is intended for individuals within an institution who will act as the liaison between faculty and Quality Matters. As the institution’s primary point of contact for QM, you will learn about QM’s program and how it can support your institution’s quality assurance initiatives, how to manage course reviews, and how to locate QM resources.
