ENTERPRISE FUNDS The Enterprise Funds are maintained to account for the operation of the sanitary sewer, storm drainage systems and refuse. Since the operation of these systems is financed by user charges and are self-supporting, they are accounted for in a manner similar to private business. The Storm Drainage Fund was established by Ordinance 176 in 1985. The intent of the City Council is to have a cash balance to at least equal accumulated depreciation. This follows the City Auditor’s recommendation. Accumulated depreciation is a reflection of historical costs of depreciable assets. Replacement cost is expected to be two to two and one half times as much as historical costs. Cash balance is also expected to have approximately 4 months of operating expenditures for cash flow purposes. The City reviews fees annually to determine appropriate revenue levels.
