PURPOSE

This procedure sets out the arrangements to be followed in order to train, assess, develop and confirm the competence of those required to operate signalling equipment. In particular it sets out the arrangements to be followed by signallers new to the business from May 2017 to attain a Level 2 Infrastructure Operator Apprenticeship.

SCOPE

The requirements of this procedure apply to any individual operating signalling equipment and those involved in the management of these individuals. This includes those for whom signalling is a core duty and those for whom it is not (i.e. non-signallers and those acting in the capacity of contingent signallers). This procedure should be read in conjunction with:  NR/L3/OPS/041/4-01 which outlines the requirements for assessor competence and the verification process,  NR/L3/OPS/041/4-17 which outlines the process for local training and is an important step in acquiring competence to operate signalling equipment.

DEFINITIONS

The ACC is a twice yearly process by which a person’s competence is reviewed to confirm that they meet with the requirements of the role. Specifically, part of the conversation shall involve reviewing the results and / or outputs from Operational Development Days, observations, self-generated evidence, simulations (where appropriate) and underpinning knowledge checks. It shall also involve a review of non- technical skills and communications competence. A combination of on-the-job training and related classroom instruction under the supervision of a journey-level in which staff learn the practical and theoretical aspects of a highly skilled occupation.
