The General Plan is a comprehensive, long-term plan for the physical development of the community. It repre- sents the City’s determination of the amount, type and timing of development needed to achieve the City’s social, economic and environmental goals. The General Plan is updated approximately every 10 years with the participation of all City departments, service agencies and the community at large. The City Council adopted a major update to the City’s General Plan on July 25, 2001.

The Annual Work Plan is a compilation of the short-term (fiscal year) objectives established for each City depart- ment. The Work Plan items are intended to support the annual goals of the City Council as well as the long-term goals and objectives for the City as described in the vari- ous planning documents.

Downtown Plan

The General Plan adopted in 2001 required the original Downtown Plan to be updated and included a number of policies to achieve specific parking, circulation and land use objectives. In January 2005, the City Council approved an updated Downtown Plan. The updated Downtown Plan replaced the previous Downtown plan adopted in 1980. The Downtown Plan was created by a Council appointed task force working with the commu- nity and a consultant firm. The plan specifies goals and objectives for the Downtown but also includes full de- sign guidelines and sign criteria. In November 2009, the City Council adopted the Downtown Specific Plan. The Specific Plan is intended to provide a reality-based strat- egy to achieving the vision contained in the Downtown Plan.
