Arizona Indian Gaming Analysis

North Central Region

Arizona Indian gaming continued to suffer in fiscal year 2010 (ending June 30, 2010) with total gaming revenues declining 7.7%, or $140.4 million. Fifteen tribes operating within the state contribute percentages of their revenue from Class III gaming. The Tribes’ contribution percentages depend on the amount of revenue generated, with contribution rates ranging from one to eight percent of net win. Recent developments in the Arizona Indian gaming industry include: • The Navajo Nation and Cherokee Nation were both granted approval from the Department of Interior to host gaming activities on newly acquired trust lands. • The Gila River Indian Community took legal action against the Tohono O’odham Nation’s efforts to build a new casino resort in the Glendale area. • In January 2011, Arizona Representative John Fillmore introduced a bill proposing the legalization of gambling at horse and dog tracks. The proposal is still pending legislature approval; however, similar bills introduced in prior legislative sessions have failed to pass.

• Approximately twenty small casinos have opened in Sonora, Mexico, located near Tucson, Arizona. These new facilities continue to threaten a portion of Arizona’s gaming revenue as more Mexican patrons take advantage of the 2004 Mexican law allowing select forms of gaming. • The Salt River Pima-Maricopa Indian Community opened its Talking Stick Resort in 2010.
