Housing Programs 234, 235, 236, and 255

Division Description Morgan Hill's primary housing mission is to continue the City's legacy to improve, preserve, and create safe quality housing in Morgan Hill for residents at all income levels, in the form of both rental and ownership opportunities. The City’s Housing Strategy includes building new housing to meet the full range of future community housing needs, including affordability and accessibility, preserve and rehabilitate existing housing in the community, build housing for groups with special needs, ensure a range of housing types for all age groups, served by transit, recreational amenities, shopping, and health and personal services, that allow residents to age in place. The Housing Division is within the Development Services Department and provides coordination of new unit affordable development, implementation of the Housing Element, achievement of the Regional Housing Needs Allocation housing goal efforts (RHNA) and facilitates the coordination and implementation of various local housing related services and programs, internally, at the local level and in coordination with our regional partners. For example, in coordination with the Police Department and the Faith Based Community, the team established a pilot “safe parking” program for people living in cars. Also, working with County partners, the Division sought the involvement of South County Outreach Workers to help identify, evaluate, and register South County homeless for services. Working with the County, the City also approved support for a rapid rehousing project focused upon students of MHUSD, living in temporary housing. The Division’s activities are augmented with contract services from Housekeys for the administration of the Below Market Rate Ownership Program and Rebuilding Together for a small rehab grant program offering life safety and mobility renovation grants targeted to seniors and mobile homes. The FY 18-19 and FY 19-20 budget proposes to continue the very successful “Safe Parking Program” as well as proposes to partially fund a Homeless Case Manager dedicated to South County. Fund 234 - Mobile Home Rent Commission Funds are collected from an annual fee charged to mobile home park owners with month-to- month rental spaces affected by the City’s Mobile Home Rent Ordinance (Municipal Code Chapter 5.36). The City Council convenes an ad hoc committee of the Planning Commission whenever a petition is received for a rent increase above the permitted CPI increase allowable in the Municipal Code. Approximately $30,500 remains in the fund. Fund 235 - Senior Housing Trust This fund was established by a one-time developer in-lieu contribution and is intended to be used for senior housing-related support services. Approximately $100,000 remains in the fund. The Housing Division has contracted with the non-profit, Rebuilding Together to administer and manage a program designed to assist seniors on a fixed income repair their homes. Rebuilding Together has been providing the South County with home repair service for twenty- four years and provides “life line” Home Repair Rehab services.
