Project Description This ongoing program is intended to address the City's pavement rehabilitation needs. Locations for maintenance are selected based on recent Pavement Management Program (PMP) data and field observations from Street Maintenance crews. Projects by Fiscal Year: o FY2018/19: Overlay Monterey Rd (Cochrane Road to Tilton Avenue), overlay sections of East Dunne Avenue Hill to Thomas Grade & Condit Road to Walnut Grove Drive, overlay Butterfield Boulevard (Cochrane Road to Main Avenue), and slurry and crack seal Jackson Meadows neighborhood. o FY2019/20, Overlay East Dunne Avenue (Thomas Grade to City Limits), overlay Condit Road (Diana Avenue to Ford Store) and selected pavement treatment in La Crosse area and associated neighborhood. o FY2020/21: Street maintenance locations to be determined following update of the City's Pavement Management Program in the Spring of 2020. Project Justification Extends the surface life of streets, thus reducing repair costs in the future. The 2017 Pavement Management System Update recommends needed rehabilitation of $4.5 million per year to maintain the City's current pavement condition index (PCI) of 72, though the deferred maintenance backlog will increase to $24.1 million by FY2020-21. To increase the PCI from 72 to 77 and decrease the backlog to $14 million by FY 2020-21, $6.1 million would need to be invested annually.
