Chebeague Island Council Calendar

#7 | July 2020

July 2020 • Issue #7 • Chebeague Island Council Calendar

On the Cover The cover this month features a beautiful photograph of the Hook at sunset by Julie Doughty. July on the island is a myriad of stunning views and natural beauty. This time has brought with it an opportunity for people to relax and enjoy the flora and fauna in a way we may have been too busy to enjoy in summers past. As the island and the nation move forward into this new reality, we, at the Council, would like to send our best wishes to everyone during this month of quiet summer. About the Calendar The Calendar is published monthly by the Chebeague Island Council. Available on-line at Chebeague Island News ( www.chebeague.org ) or www. islandcalendar.weebly.com and mailed to every occupied residence on the island, for a small additional fee, it can also be delivered by first-class mail to Island Council members who are off island at the time of publication. The Calendar welcomes submissions from its readers, including letters and thank you notes, but it cannot publish anything that is political in nature, libelous, or obscene. All submissions should include the author’s name and contact information. Without exception, the deadline for submissions is noon on the 20 th day of the month preceding publication. Submissions and ad copy may be mailed (PO Box 12), left at the Council office (247 South Road) or emailed (cheabeagueislandcouncil@gmail.com) and sent as attachments (.doc; no pdfs) or included in the body of the text. Images and photographs should be sent in a .jpg, .jpeg, or .rtf format. Please do not use the old email address at island.calendar@chebeague. net as this is an inactive account. As a courtesy and space permitting, island nonprofits are given up to a free half page each month to publish their news. Any such submissions exceeding a half page will be charges at the usual rate. All submissions become the property of the Chebeague Island Council, which reserves the right to edit them for length and clarity. Submissions that are not time sensitive may be held until there is enough space to publish them. Additional information about submissions is available at www.islandcalendar.weebly.com . Advertising rates are as follows: full page, $70, ½ page, $35; ¼ page, $20; 4-line classified, $5; 6 to 8 line classified, $10. Each submission should include the intended publication date, size wanted, and the number of months the ad should run. All ads must be paid for at the time of submission.

Summer Book Club – Saturday, July 25 th at 10 AM – I’m Still Here by Austin Channing Brown. “In a time when nearly all institutions (schools, churches, universities, businesses) claim to

value “diversity” in their mission statements, I’M STILL HERE is a powerful account of how and why our actions so often fall short of our words. Austin writes in breathtaking detail about her journey to self-worth and the pitfalls that kill our attempts at racial justice, in stories that bear witness to the complexity of America’s social fabric--from Black Cleveland neighborhoods to private schools in the middle-class suburbs, from prison walls to the boardrooms at majority-white organizations.”

Town of Chebeague Island 192 North Road Chebeague Island, ME 04017 TownAdmin@townofchebeagueisland.org www.townofchebeagueisland.org

June 19, 2020

Dear Chebeague Island Community,

There are a lot of changes taking place in our lives and the Annual Town Meeting and Elections are no different. Due to the Governor’s Order that gatherings of 50 or more people are prohibited, the Board of Selectmen voted to conduct our Town Meeting by Referendum. There will be no open town meeting as we have had in the past. The Board had previously voted to postpone our Annual Town Meeting from June 6th to July 11th because State Referendum voting was postponed to July 14th. We were all hoping that we could somehow conduct the usual open town meeting, but the Governor has not relaxed the prohibition of large gatherings. On July 14th, we will be voting on the local elections, the local budget, Republican and Democratic Primaries and the State Referendum Election with two Bond Questions. You can request an absentee ballot or vote in person at the Chebeague Island Hall Community Center from 8:00 am to 8:00 pm on July 14th. We will be practicing appropriate social distancing and disinfecting voting booths frequently. Voting in person may take a little longer for each voter, but we want everyone to be safe. Local Elections – We will be voting for one member of the Board of Selectmen and two members of the School Committee. This will be write-in voting only as no one completed the nomination paper process. You will have to write in the name of the person and also check the box. This is important. You will write the name of the person AND check the box. One person for Board of Selectmen and two people for School Committee.

Local Budget Referendum – This Town has never voted on a budget by Referendum, so we have tried to consolidate articles to make it as simple as possible. There are 35 questions that include the School and Municipal Budget. The Board of Selectmen, the School Committee and I have worked very hard to keep the budget down as much as possible. The total budget is $3,376,668 which is $51,308 less than the previous year. The School budget is down by $85,915. Please support your island leaders by voting yes on this year’s budget proposal on July 14 th . Public Hearing - In accordance with the Governor’s Executive Order, we will hold a virtual (Zoom) public hearing on the Budget Referendum Ballot to allow for debate and questions on Wednesday, July 8, 2020 at 6:00 pm. Check the Town website for connection information and to get a sample copy of the ballot. State Democratic and Republican Primaries and Bond Questions – If you are registered as a Democrat or Republican, you will be given a Primary Election ballot. Everyone will have an opportunity to vote on the two State of Maine Bond Questions. Question 1 is to invest in high-speed internet infrastructure and Question 2 is for improvement of highways and bridges statewide. We will begin sending absentee ballots out to those that have requested them next Monday, June 22 nd . Sample ballots will be posted on June 26 th in various locations around Chebeague Island. If you want an absentee ballot, please do not delay. Call the Town Office at 846-3148 or stop by to fill out an application.

LOW TIDE FERRY TRIP CANCELLATIONS

The town has been working with the Army Corps of Engineers for several years to schedule dredging at the Stone Wharf. The situation has become a safety issue for CTC. Coast Guard regu- lations require our cap- tains to report all groundings, and under certain circumstances that might trigger a full- blown accident investi- gation, taking the ferry out of service for the duration. Because of our worries about hitting bottom (or becoming entangled with underwa- ter debris in the shal- lows), we have decided we must cancel trips on e x t r e m e l o w tides. Extreme low tides occur at various times throughout the year. Beginning in August, we will modify our pub- lished “Crew Assistance Schedule” to include these trip cancellations. This information will be readily available on the CTC web page as well as in the monthly island calendar. We will also make sure that the Town of Chebeague is notified of ferry unavailability in advance so that Fire and Rescue has adequate time to arrange for cov- erage. We regret that we have to cause this inconven- ience to our passengers and the community but we must do so in the interest of safety for everyone.
