Kern Medical Emergency Operations Plan (EOP) designate, the Switchboard Operator will announce over the PA System: “Your attention please: Code Triage”, three times a. The Associate Administrator will perform notification of outlying departments without PA system access over the area. If phones are inoperative, runners will be utilized. All areas will be identified with preprinted flyers. b. When HICS is activated, hospital departments and those individuals in pre-determined HICS positions will immediately implement HICS procedures. c. Department without immediate and specific HICS duties will implement their Unit Specific Response Plan (USRP) for CODE TRIAGE. d. Departments not affected by the incident will continue to function in their usual areas of responsibility, but should be prepared to perform an unusual volume and variety of services for extended periods of time, as the situation demands.

Figure 2: Basic ICS organization Kern Medical will organize its emergency response structure to clearly define roles and responsibilities and quickly mobilize response resources. Kern Medical will use the Incident Command System (ICS) to manage its response to incidents as represented in Figure 2 above. ICS is a standardized management system used by government agencies and hospitals in emergencies. Under ICS , the organizations overall response is directed by an Incident Commander. The Chief Executive Officer may serve in that role or may appoint another hospital administrator or designee to the position. See Appendix F.2 – Emergency Management Organization Chart for an expanded organization chart and example of staff assignment to Emergency Management Group (EMG) positions.
