Kern Medical Emergency Preparedness

Silver all clear” three times  The on-site Health Services staff will perform a basic triage function and refer all patients who require other than basic first aid treatment to outside medical providers.  Health Services staff will examine all staff, and/or patients/detainees who have observable injuries or claim that they have sustained injuries.  Injured staff will be released from duty to seek medical treatment, if they are capable of transporting themselves (emergency transportation will be arranged if necessary).  Any visitors who have been taken hostage will be attended to by outside medical agencies if they require medical attention.  The presence or lack of any observable injuries will be noted in the patient/detainee’s medical records.  The presence or lack of any observable injuries will be photographed when possible.  All staff that participated in the emergency response will be required to write a detailed report, prior to leaving the facility.  On-site management staff will conduct a preliminary debriefing with those staff members who participated in the response, prior to their departure from the facility.  Staff will be screened to determine if they require employee assistance referrals or immediate psychological/physiological treatment.  Copies of any pertinent reports and videotapes will be given to the local law enforcement agency and prosecuting attorney’s office (if requested).  The Security Manager will enter a copy of any videotape(s) into evidence.  Human Resources and Risk Management staff will assist law enforcement and the prosecuting attorney’s personnel in assembling a criminal case against the hostage taker(s).  The Safety Committee will review all of the reports pertaining to the incident and conduct inquires as required.  Risk Manager will submit a report detailing the effectiveness of the emergency response and recommendations for any corrective actions that may be necessary.  The Hospital Administrator may elect to impanel a multi-disciplinary team, (i.e. security, medical, programs, etc), to conduct an After Action Review of the incident.  This team will submit a comprehensive report along with recommendations for corrective action.  The final version of this report will be used to conduct a final out- briefing with staff, security personnel, and mutual aid agencies.
