Kern Medical Emergency Operations Plan (EOP)

Exceptions may be made if permission is received from the affected nursing unit/department through the Incident Commander. • As soon as triage/treatment areas are established, Security personnel will be assigned as necessary to maintain order and assist medical personnel. • Security Officers assigned in any capacity shall maintain contact with the Communication Center and assure that any security requirements are directed to the Incident Commander • The Security Shift Supervisor shall post sufficient personnel at the Ambulance/Triage entrance(s) to control the orderly entrance and egress of arriving hospital personnel, patients and visitors. • Security personnel shall direct sufficient patrol to sensitive areas, including, but not limited to, Pharmacy, ED, 4th Floor Units, and admitting units, to ensure crime prevention and safety. If warranted, this may include the posting of officers in the engineering area near the oxygen storage area to maintain security. • Sufficient personnel shall be assigned to maintain traffic flow and allow for the access and egress of emergency vehicle traffic The Mental Health Coordinator will report to the Medical Care Leader (e.g., Medical Director or Nursing Director) position in the Operations Section of the hospital’s emergency organization. Refer to. When directed by the Incident Commander to activate the hospital mental health response, the Mental Health Coordinator will: a. Assess the immediate and potential mental health needs of hospital patients and staff, considering: • The presence of casualties. • Magnitude and type of incident. • Use or threat of weapons of mass destruction. • Level of uncertainty and rumors. • Employee anxiety levels. b. Request the EOC to notify the County of the mental health response. c. Communicate community mental health assessments to County and local jurisdiction contacts. d. Determine need to: recall mental health staff to the hospital, request the response of contract mental health hospital, or request mental health assistance from the ESF8C or other hospitals. Establish communications and alert contract and other mental health providers who may need to support hospital’s mental health response. Coordinate with other mental health service responders. e. Establish site for mental health team operations. f. Conduct ongoing monitoring of the mental health status of employees and patients. g. Establish procedures to refer employees or patients to required mental health services beyond the scope that can be delivered by the mental • Level of effectiveness of EOC operations. • Convergence of community members. • Patient levels of stress and anxiety. • Presence of children. • Cultural manifestations.
