Lawyer Gets I.T. Degree

was Ground Rents Arbitrator, he computerised the arbitration procedures and automated the issue of Vesting Certificates. Most recently, he has produced computerised Rulings on Title. Solicitors dealing with first registration cases in counties Cork, Kildare and Wicklow will be familiar with these. He was one of the contributors to the Blueprint for Registration of Title in the 2lst Century, - the UPTCS trade union's response to the Law Society's document of 1988 on the Land Registry and Registry of Deeds. Proinnsias is also known to the Law Society as an artist and the founder of the Chancery Art Society, which has held several art exhibitions in the society's premises in Blackhall Place.

Proinnsias Ó Cillfn, Barrister-at-Law and Chief Examiner of Titles in the Land Registry, has gained a First Class Honours B.Sc. degree in Information Technology at DCU, (conferred on 9 March, 1996). This degree, (which aims "to equip students with a competence in information technologies, and a critical appreciation of their potential application to the processes of innovation, management and administration"), is acquired by study at home, under the Distance Education programme, without the necessity of attending lectures, the entire course material being provided in printed form. Proinnsias' talent in the I.T. area have already been felt in the Land Registry. During the years when he • standard Gift/Inheritance Tax Self- Assessment Return (IT38) • Guide to completing the Self- Assessment Return (IT39) • supplementary claim forms for the two main CAT reliefs; Agricultural Relief (IT41) and Business Relief (IT5). A 'mail-shot' containing the new forms etc, will issue around Easter to all solicitors currently on the Capital Taxes Division's mailing list. A number of seminars will be held shortly to acquaint tax practitioners with the new forms. You are invited to attend at the venue most convenient for you.
