Commodore’s report

The AGM has come and gone and all in the ‘blink of an eye’. A new Board in place with big shoes to fill. The Club Trophy Night was well patronised with some interesting recipients in attendance. Our Fishing Section excelled, acknowledging the expertise of their anglers with many members making numerous appearances to collect awards. Of note was the number of junior anglers who in some cases left Mum & Dad in the shadows. The Fishing Section should be proud of its commitment to the youth of our Club and for their inclusion in

Honorary Life Membership is the highest award any organisation can bestow on a member and as such I commend the PC & HLM Committee for the nomination of Bettyann and the attending Members of the AGM to ratify the award. We are moving into a new phase of consolidation. The previous Board’s objective was to stabilise the Club and make the organisation a viable operation. Our new objective is to modernise operations, make them more efficient, expand our services to our Members, and continue to increase profitability and

the sport of angling. There is no doubt that the continuance of the section is guaranteed under the current leadership and high level of activity from members. Our annual Putt-Putt Championship held on the morning of Saturday 10th October was an outstanding success. The Club’s well maintained ‘greens’ were a challenge to some of our professional participants. It was noted that some competitors were looking for ‘greens’ many, many metres away causing some

membership and reduce wastage. Long-term planning by way of a Strategic Plan is required so that incoming Boards have a mapped- out process to follow with identified objectives factored in from year to year. Members should be aware that there will be some heartache as we move forward and plan for the future, with particular emphasis on the mine closure in 2019. This will have serious effects on the Club if we do not plan now. Members will be kept appraised of decisions taken

to ensure the Little Ship Club’s longevity. Moreover, we should all take note that nothing is for free and while membership offers certain benefits abuse of those benefits will not be tolerated. The utilisation of the Little Ship Club as a residential marina will be an area of review. The Board is looking forward to providing and maintaining a community-based boating club that fosters a friendship and politics-free environment for all to enjoy with an emphasis on family involvement. At the AGM on Sunday 11th October, Honorary Life Membership was awarded to Bettyann Webster, a Member with a long and distinguished history in the Club and particularly with the Game Fishing Section. The process of evaluation of a person’s suitability and their credentials to allow consideration for Honorary Life Membership is arduous and nominees are much scrutinised to ensure that they meet the highest of standards before being recommended.

Extract from outgoing Director Karen Davy’s report in the 2014-15 Annual Report: “LSC Member subscriptions have increased over 80% … [and[ Full Memberships increased by 131, with 100 new Full Members, including eight Social Members upgrading to Full membership, and the return of 31 lapsed Full Members. “The concentrated efforts of the Membership Committee during 2014-15 resulted in the return of the lapsed Full Members from 2012 and 2013 together with a 92% retention of 2014 members. It has been heartening to see the membership base expanding to this extent. “In March, 2015 the Board increased the 2015-16 subcriptions for Full Membership and Associates and corrected the 50% discounted fee for Seniors. These amendments were in line with CPI increases and the Articles of Association. “The total Financial Membership, as at 30th June 2015, was:

“The 2015-16 Member subscriptions (since March) have been reserved in a separate interest-bearing savings account. The intention is to preserve all future Membership fees and approve their allocation as and when required for improvements to boating facilities for the benefit of the Members. “In closing, I would like to thank our staff and managers and all Members who support and encourage new membership. This year proves to us all that positive actions return positive results.” At the AGM on Sunday 11th October Karen received not only the formal thanks of the Board but also the acclamation of all Members present for her sterling efforts over the past year. Well done, Karen, thank you!

Honorary Life Member Des Gerber (LSC Member # 91) was farewelled on Tuesday 27th October 2015 by many family and friends – including six LSC Past Commodores – at the Hemmant Crematorium. Together with past and current Board Members they formed a guard of honour as the family and friends exited the chapel. A celebration of Des’s life was held afterwards at the Moreton Bay Trailer Boat Club. The Little Ship Club extends sincere condolences of its Members to Des’s wife Phyllis and family.

Safety notice: Tangalooma wrecks

NOTAM 323 (T) issued on 22 October 2015 Area: Brisbane pilotage area Locality: Moreton Bay - Tangalooma

Activity: Tangalooma Wrecks Stabilisation Works Mariners are advised that from 26 October 2015 to 07 November 2015 , stabilisation works will take place at the Tangalooma Wrecks. To ensure safety, the Regional Harbour Master has issued a general direction under the Transport Operations (Marine Safety) Act 1994 in support of this. The direction prohibits all vessels (including small self-propelled craft) from being within an exclusion zone encapsulating the area of works. The exclusion zone is 75m in radius, based on the barge, and will be marked by red pennant buoys. The exclusion zone will move with the vessel as it moves from wreck to wreck completing the works. All mariners are requested to proceed at slow speed with minimal wash when transiting the works area.

From the editor

Good to be back after a disrupted few weeks due to work commitments, and we’ve tried to get most of the necessary catching-up covered in this edition. Handling arrangements for the eNews are, for now, unchanged through the transition to our new Commodore and Director/Treasurer, and we hope to have clarification following the November Board meeting on the Director/Membership oversight. My thanks, once again, to Karen Davy for her stellar efforts in supporting me in this volunteer role and for the work which both she and Past Commodore Lyle Watkins have invested in our Club. The template design for the new LSC website has been approved by the Board and was displayed at the AGM on the 11th. The new Board has been briefed on the status of this project and we await decisions at the November meeting to progress towards the ‘go live’ of the new website. At this stage, the intention is to not simply migrate the content of the current site across to the new design – this would be like flushing bilges across into a new boat – and some work needs to be done in the back end for processes like function bookings and enquiry forms. Member Robert (#3111) wrote a few weeks back to advise that the LSC has been registered with the International Burgee Registry – www.burgees.com The Registry contains a wealth of information from the newest to the oldest boating and yachting clubs around the world. Many of the burgees on the register provide a direct link to their club’s home website, and makes for interesting reading with information for young and old boaties alike. The Registry is designed to search by alphabetical sub-sections, so for ‘our’ LSC you will find us adjacent to the ‘sister’ LSC of the UK. (Members Ross and Ray were in London a couple of months ago and sent some pix from that ‘other’ LSC.) Deadlines for the November edition are Wednesday 18th (advertising review and bookings) and Friday 20th (photos, reports, stories and news – to me, please). More red beacon news! As many readers will be aware, a dredge conducted bed-levelling work in the One Mile this month. MSQ Notam 303(t) of 12th October advised that the port lateral mark in position latitude 27°29.5540’S, longitude 153°24.1900’E would be removed for the duration and then replaced. (This position would make it the outer of the two inshore reds.) Unconfirmed reports along with the accompanying pic suggested that ‘our’ peripatetic inshore red had a bit of a wobbly moment with the disturbance of the edge of its bank, followed by a nice lie-down on the LSC pontoon.

For the information of LSC Members, here is some news from the QRBC’s September meeting. Assistant Regional Harbour Master (Brisbane Region) Jonathan Beatty delivered a presentation on the problems associated with the decay of the Tangalooma wrecks and outlined a risk minimisation program to be implemented before the end of 2015. Broadly, work will involve: • the lowering of all high structures • stabilising hulls • removal of severely rusted and broken decks • replacement of signage There will be some restrictions on access to the wrecks during the works period. (Refer MSQ Notam on p.10.) Buoy replacement program A number of old steel buoys located through Moreton Bay will be replaced with low-maintenance poly buoys. A large barge will be employed to facilitate this update. M1 will be replaced immediately. William Street ramp and access channel Problems still exist at western edge of the new (west) boat ramp and cannot be resolved with land-based excavator. William Street Cleveland two new floating walkways TMR grant funding supplied to Redland City Council. Contract awarded in February 2015 and TMR granted an extension of time to RCC to deliver this project due to contractor delays. Northeastern walkway commissioned in late August 2015 and the southwestern walkway for the new ramp scheduled for completion late October 2015.

South Wavebreak Island, Gold Coast Meeting advised that recently there has been a lot of sand movement in thisarea and markers have been relocated to define changed channel. Proposed TMR works for the Russell Island jetty in light of the current public consultation period which Redland City Council is currently hosting as part of its “City Plan 2015” – https://yoursay.redland.qld.gov.au/ city-plan-2015/survey_tools/City-Plan-Submission The Russell Island jetty is currently undergoing remedial works to extend its safe working life by a few more years, but TMR has indicated it will need to be replaced – and at a substantial cost. A member has proposed that now is the time for RCC and TMR to take advantage of this situation by integrating floating pontoons for small craft to tie up when visiting the island. The current, newer section is inadequate for the many local dinghies, let alone room for visitors. Proposal is that a ‘mini-marina’ would encourage more boaties to land on the islands instead of just cruising past due to lack of facilities. It is believed the extra piling work and floating jetty would be a relatively minor increase to project costs, and the long-term benefits to the island economy, and ultimately to RCC, could be substantial. This proposal to be presented at the next QBRC meeting on 11th November at Manly, where delegates from many marine-orientated departments, organisations, and clubs discuss such infrastructure.

Relocation of Manly Harbour entrance navigation lead lights Day leads are working well. Some site investi- gation has been done to identify the two lights interfering with the night blue leads. Still some work to do to identify them. And then more work to do to shield them. Macleay Island new boat ramp Council and TMR have rescheduled works for completion by December 2016. Council has advised potential issue with building car park over underground power cable. Design of the alternative location commenced in August 2015. Design scheduled to be completed September/October.

LSC pontoon and moorings

LITTLE SHIP CLUB PONTOON USE RULES Access to a Pontoon is subject to the rules put in place by the Board of the Little Ship Club (Club) at the time, seeking to maximise the use of the pontoon to meet the objects of the Club. Access to the Club pontoons is not a Constitutional right of any Visitor, or visiting Member and is at the discretion of the Board (or Delegate) of the Club. If requested by the Manager the Visitor must sign a formal agreement to access the pontoon. A booking must be made with the Manager to use the pontoon and confirmed 24 hours prior to arrival. Failure to confirm will result in automatic cancellation. Casual and overnight berthing are available; both forms of use are subject to the following rules: • Advance bookings are for one night only (additional nights are at the discretion of the Manager). • After berthing, in all circumstances, visitors must report arrival to the club’s Manager. • If leaving the premises the Visitor must inform management and accept the Acknowledgement** at right. • Complimentary use of the pontoon is STRICTLY for current Full financial visiting Members of the Club. • A Mooring Fee* will apply to all non-Member visitors. Any fees are to be paid in advance or upon arrival and are non-refundable. • Vessels must have insurance (Third Party minimum) and provide a copy of the currency certificate to the Manager. • Visitors using the pontoon must be prepared to raft with other vessels. • Visitor Members must display an LSC burgee while in occupancy of the pontoons at all times. • Visitors using the pontoon do so at their own risk. • Mooring of the Visitor vessel must maximise access for other vessels. • Other users of the pontoon are to be treated with courtesy and respect. • Children will be supervised at all times and no animals are permitted on the pontoon or grounds. • Visitors will sign in as required under Licensing Law. • Noise is to be kept to a minimum. • No alcohol is to be brought onto Club premises. • Tenders are to be tied on the landside of the pontoon (maximum one per Visitor vessel). • Water to be used for domestic purposes only. • No major vessel repairs may be undertaken on the pontoon. • The pontoon purpose is for the Visitors to use the Club, not as a marina for boat storage/provisioning. Breaches of the rules may lead to withdrawal of a Visitor/ Visitor Member’s pontoon access rights.

These fees are applied at the discretion of the Manager; being Duly Delegated by the Board. **Acknowledgement by the Visitor At the direction of the Manager (or an authorised representative), the Visitor in charge of the vessel must be prepared to: • Position and/or reposition the vessel, or allow management to position and/or reposition the vessel at any point along the pontoon. • Depart the pontoon prior to 1000 hrs on the day following arrival. • Allow smaller vessels to ‘raft up’ to the vessel, provided they have adequate fenders/lines, or raft up larger vessels at times of high demand. • Limit power usage at times of high load. • Depart or relocate the vessel in the event of storm or adverse weather conditions. The Manager of the Club is delegated the authority to enforce these rules and rules may be amended at the absolute discretion of the Board and Management of the Club from time to time. GUIDELINES FOR FULL MEMBERS’ USE OF LITTLE SHIP CLUB SWING MOORINGS 1. Use of moorings is STRICTLY for current Full financial Members of the LSC. 2. Members using the moorings must display the club’s burgee. 3. Bookings of moorings are required and vessels that have booked must be on the mooring by 1300 hrs on the day of the booking. 4. Failure to tie up by that time means that the mooring is vacant and then it is on a first come first served basis. In other words it is declared vacant after 1300 hrs. However after tying up, in all circumstances Members must report their presence to the club’s Manager. 5. Members arriving before 1300 hrs and seeing a vacant mooring need to check with the Manager to ascertain if it is free. 6. Bookings can be made for a maximum of 2 nights and must be confirmed by contacting the Manager 24 hours before the date required. Failure to confirm the booking means that the booking is cancelled and the mooring is open for use by other members. 7. Members using the mooring must vacate by 1200 hrs unless booked for use on that day.
