132nd Legislature Senate of Maine Senate District 31
July 24, 2025
Dear Friends and Residents of Buxton, Thank you for the opportunity to continue serving as your State Senator. Now in my third term, I remain honored to represent you, your families, and our community in Augusta. For the First Regular and Special Sessions of the 132nd Maine State Legislature, I continued to serve as the Senate Chair of the Health Coverage, Insurance, and Financial Services Committee. As the Senate Chair, I was committed to helping ensure that every Mainer has access to quality, affordable health care. I also served on the Housing Committee, where my colleagues and I worked hard to promote affordable housing. Over the past year, I have been determined to lower everyday costs for hardworking families in Buxton . Maine lawmakers maintained the State’s commitment to cities and towns by keeping municipal revenue sharing at 5%. I also supported continuing to funding the State’s 55% share of K -12 public education. These investments will reduce the property tax burden in our community. Although we took some action, we know that we can do even more. That’s why we established the Real Estate Property Tax Relief Task Force. It will examine and develop responsible, effective solutions for reducing the financial strain of property taxes on households. I am also proud of the work to ensure that housing is safe, affordable, and available for Mainers with low and middle incomes, including residents of mobile home parks, who are looking to rent or buy. We invested $3 million in the Mobile Home Park Preservation and Assistance Fund. We established a right of first refusal for residents who organize an offer equal to or greater than the asking price when the park owner tries to sell. We created tax incentives, one of which I sponsored, to encourage the sale of mobile home parks to resident-owned cooperatives. It will help preserve this housing. If you have any comments, ideas, or questions, I am available to listen and help when I can. Send me email me at Donna.Bailey@legislature.maine.gov or call my legislative office at (207) 287-1515. Donna Bailey State Senator, Senate District 31 Buxton, Old Orchard Beach, and Saco
