Respondents regard insufficient support and assistance from the state (69% of respondents on average; while in municipalities with 20,000 inhabitants or less up to 76% of respondents) and also the struggle with lack of funding (60% of respondents) as two of the major obstacles to digitalization . A minority of the respondents mention that, on the one hand, they do not know how or what to digitalize (14%), or they fear a lack of interest in e-government on the part of their citizens (13%).
