Robert's Rules of Order
The general rules of parliamentary procedure set forth in the latest edition of Robert's Rules
There are four Basic Types of Motions: 1.
Main Motions: The purpose of amain motion is to introduce items to the membership for their consideration. Main motions cannot be made when any other motion is on the floor, and they yield to privileged, subsidiary, and incidental motions. Subsidiary Motions: Their purpose is to change or affect how a main motion is handled and are voted on before a main motion. Privileged Motions: Their purpose is to bring up items that are urgent about special or important matters unrelated to pending business. Incidental Motions: Their purpose is to provide a means of questioningprocedure concerning other motions and must be considered before the other motion.

What Is Parliamentary Procedure? It is a set of rules for conduct at meetings, that allows everyone to be heard and to make decisions without confusion. Why is Parliamentary Procedure Important? Because it's a time-tested method of conducting business at meetings and public gatherings. It can be adapted to fit the needs of any organization. Today, Robert's Rules of Order newly revised is the basic handbook of operation for most clubs, organizations and other groups. So, it's important that everyone know these basic rules! Organizations using parliamentary procedure usually follow a fixed order of business. Below is a typical example: 1. Call to order. 2. Roll call of members present. 3. Reading of minutes of lastmeeting. 4. Officers reports. 5. Committee reports. 6. Special orders --- Important business previously designated for consideration at this meeting. 7. Unfinished business. 8. New business. 9. Announcements. 10. Adjournment. The method used by members to express themselves is in the form of moving motions. A motion is a proposal that the entire membership take action or a stand on an issue. Individual members can: 1. Call to order. 2. Second motions. 3. Debate motions. 4. Vote on motions.

How are Motions Presented? 1. Obtaining the floor a.
Wait until the last speaker has finished. Rise and address the Chairman by saying, "Mr. Chairman, or Mr. President."

This method is used when a record of each person's vote is required. By General Consent -- When a motionis not likely to be opposed, the Chairman says, "if there is no objection …." The membership shows agreement by their silence; however, if one member says, "I object," the item must be put to avote. By Division -- This is a slight variation of a voice vote. It does not require a count unless the chairman so desires. Members raise their hands or stand. By Ballot -- Members write their vote on a slip of paper. This method is used when secrecy is desired. There are two other motions that are commonly used that relate to voting. 1. Motion to Table -- This motion is often used in the attempt to "kill" a motion.The 3. 4. 5.

The membership then either debates your motion or may move directly to a vote. Once your motion is presented to the membership by the chairman it becomes "assembly property," and cannot be changed by you without the consent of the members. The time for you to speak in favor of your motion is at this point in time, rather than at the time you present it. The mover is always allowed to speak first. All comments and debate must be directed to the chairman. Keep to the time limit for speaking that has been established. The mover may speak again only after other speakers are finished, unless called upon by the Chairman.

Parliamentary Procedure is the best way to get things done at your meetings. But it will only work if you use it properly. 1. Allow motions that are inorder. 2. Have members obtain the floor properly. 3. Speak clearly and concisely. 4. Obey the rules of debate. Most importantly, BE COURTEOUS .

Voting on a Motion: The method of vote on any motion depends on the situation and the by-laws or policy of your organization. There are five methods used to vote by most organizations, they are: 1. Convention Business & Meals: • A Prayer Chapel is available in the Tinker Room at all times during the Convention. Thanks DOK! •We will use Roanoke Ballroom A-D for all business sessions and meals. • If you have a voting card, you are an “active” Delegate and have seat and voice. Please sit at the tables reserved for Delegates during business sessions. If you do not have a voting card (even if you are an Alternate), please sit at the Visitors tables or in the chairs at the back of the room. • Kristen Kroeger, the Convention Registrar, will certify delegates and alternates in the check-in area using Certificates of Elections filed by parishes. When certified, only Clergy Delegates and Lay Delegates will receive a voting card and have voice and vote. If an Alternate wishes to switch with a Delegate, the Alternate and the Delegate must meet with Ms. Kroeger to make it official. • Voting cards will be bright yellow. Please do not lose your voting card. This card informs the tellers of your voting status at the balloting area for the election of diocesan leadership positions. This card also allows tellers to count your vote in open legislative sessions of Convention. • Convention Committees may meet near the podium for a brief check-in after business on Friday. •Meal tickets will be included with your name tag. You will receive a different color meal ticket for each meal: Friday Dinner, Saturday Lunch, and Saturday Banquet. Please present the appropriate meal ticket at the door, so it can be punched before the meal. •With the exception of tables for special guests, there are no assigned tables during meals. • The Commission on Ministry lunch buffet is in Shenandoah A. Attendance is invitation only. • All participants are encouraged to visit the Exhibit Hall in the Crystal Ballroom. Gainsboro Pilgrimage: • Pre-registration for the Gainsboro Pilgrimage is required. Space is limited to 175 people. • Orientation for the Pilgrimage will begin promptly at 1:00 PM in the Roanoke Ballroom. • Guides & safety volunteers will shepherd the pilgrimage from the hotel through Old Gainsboro and conclude in the Dumas Center auditorium at 108 First Street, NW. • Presiding Bishop Curry will offer concluding prayers and reflections at the Dumas Center. • Questions about the Pilgrimage can be addressed to Archdeacon Melissa Hays-Smith. Episcopal Revival: • Ushers and box office volunteer orientation will meet John Shaner, Head Usher, in the Berglund Theatre lobby at 7:00 AM. • All service participants should arrive in the theater at 7:15 AM for a 7:30 AM rehearsal. Please check in with Canon Connor Gwin, Master of Ceremonies. • Volunteers staffing lobby tables after the service will meet with Archdeacon Melissa Hays-Smith for orientation at 8:30 AM. • Those staying at the hotel are encouraged to settle outstanding balances prior to Sunday. • Buses are reserved to transport Diocesan Youth from St. John’s to the Berglund Center and back to St. John’s after the service. This will allow Youth@Convention to maintain group safety and the pickup of personal belongings at the church before final departure. • Buses will NOT be available to transport adults and others from the hotel to the Berglund Center. Delegates, Alternates, and Visitors can park for free at the Berglund Center. • Lobby doors open at 9:00 AM for all guests and attendees. Service starts at 10:00 AM.

2019 CONVENTION NOMINEE PROFILES Delegates will elect new members to positions of diocesan leadership. Rev. William Bumgarner, St. Paul, Lynchburg Having served on Executive Board, Trustees of the Funds, Standing Committee, and various other roles, I have worked in the polity of our Episcopal way. I ever strive to live in fairness and respect for everyone and do my best to be a peacemaker with God’s help.
Rev. Dr. Kathy Dunagan, Grace, Radford Kathy finished an advanced degree at Sewanee in 2017 focusing her DMin project on canon law, and is an expert on Canons III and IV. She is licensed as a professional counselor in Virginia, has 25 years of experience in hospice chaplaincy and pastoral counseling and is well trained in professional ethics. In previous years, Kathy served on diocesan task forces on Anti-Racism and Human Trafficking in the diocese of Atlanta. She served on the Diocesan staff in this diocese for three years as a Canon Missioner. She is also trained and experienced in intensive interim ministry. Kathy now serves as Rector of Grace, Radford. She is married to Joe Dunagan who is Rector of Emmanuel, Bristol.
Rev. Nicholas Hull, Christ, Martinsville I am continuously humbled with the trust that I have been granted as a priest in the Episcopal Church. I believe that this trust is sacred, and when it is broken entire communities of faith can be irreparably damaged. I feel called to serve on the Disciplinary Board in order to hold accountable my brothers and sisters that have been granted this trust, to the greater Episcopal community in Southwest Virginia.

Rev. Preston Mitchell, Christ, Big Stone Gap I chaired the disciplinary board at UVA-Wise while a faculty member. Also, I was a high school administrator and dealt with disciplinary issues on an almost daily basis.
Perhaps my biggest strength is my ability to listen. My work days involve listening to residents of long-term care facilities. Sometimes it is not listening to their words, but to their emotions, watching their expressions. Presiding Bishop Curry's Way of Love provides an outline for any actions needed by the Disciplinary Board: Turn (pause, listen), Learn, Pray, Worship, Bless and Go. Rev. Disciplinary Board, Lay Member Clarence (Buzz) Butler, St. Thomas Abingdon I am honored to have been nominated to the Disciplinary Board, Lay Member, by our Abingdon Convocation. Drafted into the United States Army at 19, I served for 6 years, and am a graduate of the 7th Army Non-Commissioned Officer Academy. I worked for a Fortune 500 Natural Gas Transmission Company for 30 years, performing duties from Technical Specialist to Area Management. I have participated in my community as a Boy Scout Leader, belonged to several social clubs and served the Episcopal church in many capacities including chalice bearer, acolyte, vestry member, and currently as UTO coordinator. Throughout all these experiences I have received continuous leadership training in managing diverse relationships, communicating and influencing effectively, and being a good listener. If elected, I will serve along with my Disciplinary Board team to the best of my ability with respect, integrity and dignity towards those I am assigned.

I have had 40+ years in the field of education as a special educator, program coordinator, program supervisor, and program director, dealing with children and adults with a variety of skills and needs. I enjoy working with people and feel I have a good understanding of human nature. At St. John's Lynchburg I have worked with the Sunday School program as teacher and supervisor for 35 years, as well as being a lay reader, eucharistic minister and altar guild chair. I am a trainer for Safeguarding God's Children for the Lynchburg Convocation, a program I consider extremely valuable. Polly Cassady, St. John’s, Lynchburg
Kathleen Cathey, Trinity, Staunton As a nearly life-long Episcopalian, love of this church and all it stands for continues to inspire a real love for our Christ-centered mission. As challenges continually unfold to stimulate and stymy our efforts to grow and understand our mission, we must cope with the inevitable trials of change in generation, culture, and mores. As a wife of 50+ years and mother of four, grandmother of six, and former teacher, business owner and inveterate volunteer, I believe my skills have been honed and would be valuable, serving in this capacity.
Kathy Laster, St. John’s, Wytheville Members of the diocesan Disciplinary Board have a responsibility that requires discretion, confidentiality, and prayerful careful deliberation. I am a retired public-school administrator. This experience also required confidentiality and discretion dealing with situations concerning staff, parents and especially students. In my parish life, I am currently serving as Sr. Warden, choir member, Altar Guild member and Godly Play storyteller. I believe that I have the background and experience to be an effective disciplinary committee member.

Claude Lauck, Christ, Roanoke I am a cradle Episcopalian and have been a member of Christ Church, Roanoke, since 1975. I have worked closely with each of the host of clergy serving in our parish. I have been a member of the vestry frequently and a warden often. I have served on 2 discernment committees for persons seeking the diaconate, and one search committee. I have been an occasional delegate to Council but have not been significantly involved at the Diocese. From 1974 until the end of 2007, when I retired, I was a practicing lawyer. For the last 5-10 years of my practice I concentrated on employment issues, representing both plaintiffs and defendants in such matters as harassment and discrimination. I am committed to the health of the Episcopal Church.

Rev. Boyd Evans, St. Thomas, Abingdon
Rev. Boyd Evans has been serving at St. Thomas in Abingdon since 2016. He is currently serving the diocese on the Executive Council, Disciplinary Board, and Phoebe Needle’s Task Force. He graduated from Sewanee’s School of Theology in May of 2016. While at the School of Theology, Boyd received grants to serve in youth ministry, pastoral care, liturgy, and cultural exchange in the Diocese of Jerusalem for ten weeks each during 2015 and 2016. Boyd also served one summer at St. Luke’s in downtown Atlanta working with homeless men recovering from addiction. Prior to seminary, Boyd was a research scientist at the Oak Ridge National Laboratory with projects in biomedical engineering, nanotechnology, solar materials, and magnetic refrigeration. Boyd has been a life-long Episcopalian and has a great love for the Episcopal branch of the Jesus Movement. His continuing interests include congregational development, outreach, and youth and young adult ministry.

Rev. Harrison Heidel, St. Luke, Hot Springs Rev. Harrison Heidel has served as rector at St. Luke's, Hot Springs, since 2015. Harrison attended The Episcopal Divinity School, Cambridge, MA, earning an MDiv. He was ordained in 2003. He has served three years on the Executive Board, Diocese of Southwestern Virginia, and was elected to serve as dean of the Augusta Convocation beginning January 2019. Previously, Harrison served parishes in the Diocese of Western Newfoundland/Labrador, Canada; the Diocese of Vermont; and the Diocese of Colorado. He was the Episcopal Chaplain at the University of Vermont, Burlington and served as Canon Missioner to the Northwest Region of Episcopal Churches in the Diocese of Colorado. Harrison is an avid fly-fisherman and fly-tier.
Rev. Eric Long, St. John’s. Roanoke I have been ordained a priest for 19 years and have served in every size congregation from a church plant to a large church such as St. John's. Within SW Virginia, I was appointed as a member of the Standing Committee in 2018 to fill a vacancy left by a departing priest. I also am a member of the Disciplinary Board. In my former diocese (Central Gulf Coast), I was the president of the Standing Committee and led that group through a bishop retirement and subsequent search.
Rev. Birch Rambo, St. John’s. Wytheville After more than two years in Southwestern Virginia as Rector of St. John's, Dean of the New River Convocation, and Executive Board member I have come to know and love the people and institutions of our Diocese and I am eager to continue to serve them. Having formerly been president of the Standing Committees of the Dioceses of Lexington and Spokane, I understand the committee's canonical duties to our Bishop, our Diocese and the Episcopal Church. Prior to seminary at Sewanee, I pursued my Ph.D. in evolutionary ecology at the University of Kentucky. Since ordination in 2001, I have served in large and small parishes in three dioceses. I am currently pursuing a D.Min. at Sewanee with the hope of adapting models from evolutionary biology to encourage the flourishing of the Episcopal Church and her people.

Rev. Todd Vie, St. Paul’s, Lynchburg It would be an honor to serve our diocese in this new capacity. So far, I have had the tremendous honor and privilege of serving St. Paul's, Lynchburg for twelve years, currently as Co-Pastor with my wife, Diane. I have served on the diocesan Executive Committee, Long Range Planning Commission and on the Search and Nominating Committee for Bp. Bourlakas. I have also served as President of the Board of Interfaith Outreach Association, on the Board of Trustees for Boys Home of VA, the boards of Churches for Urban Ministry and Miriam's House, on the Centra Health and Pastoral Advisory Panel and on the Parents Council of Virginia Episcopal School. Diane and I have been married for 25 years, and have an 18-year-old daughter, Amanda, a freshman at Wofford College.

Jack Barrow, St, Thomas, Abingdon
My strengths lie in my ability to listen to God. As a life-long member of St Thomas, Abingdon I bring my experience as a vestry member, senior and junior warden, and trustee. My participation in the Diocese includes being a Delegate to Convention, former Member of the Standing Committee (serving during the election of our Bishop), and current member of the Executive Board (serving on the property committee). My involvement in the national Church includes my being a current member of Province III Council as well as a Deputy of the General Convention for the next three years.
Robert Miller, Christ, Blacksburg I have served on diocesan boards previously, including Trustees of the Funds, Executive Committee, and Search Committee for two bishops. I presently serve on the Commission on Ministry, and the boards of Boys Home and Phoebe Needles. I believe that I am a good listener, and am thoughtful and deliberate in decision making, and I would be honored to serve on the Standing Committee.

Michael Parish, St. Mark’s, Fincastle I have broad experience and knowledge of Episcopal Church affairs, especially at the parish and diocesan levels. I'm currently a member of the vestry at St. Mark's, Fincastle, and a delegate to the diocesan convention. Experiences in previous dioceses include parish vestry member, parish senior warden, parish treasurer, bell choir member, parish search committee, parish delegate to diocesan convention, and diocesan lay delegate to general convention (unfortunately could not attend due to a corporate relocation). The knowledge and experience I have accrued through my church roles, in combination with that of my corporate managerial background and military experience, have provided me a demeanor and basis well suited to the Standing Committee for addressing issues of ordination, clergy discipline, real property, and advice for the bishop.
Martin Siebken, St. John’s, Waynesboro I have been a member of St. John's Waynesboro for over 27 years. During that time, I have served in many capacities; youth leader, vestry, search committee member, and I sing in the choir. I am also an EFM graduate and I co-mentor a group in Waynesboro. For many years my time at Convention was spent with the youth at Y@C, but the past couple of years I have served as a delegate to our annual convention instead. Each of these experiences has helped me grow spiritually and has been integral in my faith journey. I also feel they have rounded my working knowledge of the Episcopal church and have prepared me to serve on the Standing Committee. Thank you for your consideration.
Anitra Webster, St. John’s, Lynchburg Leadership positions in a variety of local and state wide organizations: Currently Secretary to the Board of Trustees and various board committees of the Academy Center of the Arts, Lynchburg; Past president, current board member Rotary Club of Lynchburg; Past President and current magazine editorial committee Virginia Forestry Association; Past President of Girl Scouts of Virginia Skyline Council; Past Vestry member of Lynchburg’s St. John’s Episcopal Church; small business owner/manager for over 25 years. I hope to bring these management skills and experiences to the fore when dealing with issues that may come before the Standing Committee to assist in making judicious, practical decisions.
