The cost of these meals or fees is included in the department’s Meetings & Conferences line-item in the City of Spencer Annual Budget. These items will be approved annually by the City Council as part of the overall budget approval process which includes a public hearing on the proposed budget. 4. Membership,and Dues The City Council has determined that the City will fund memberships and dues (individual or organization) in professional organizations related to the employee’s job duties and/or to provide for the employee’s continuing education. The cost of memberships/dues in included in the department's’ Association Dues line-item in the City of Spencer Annual Budget.These items will be approved annually by the City Council as part of the overall budget approval process which includes a public hearing on the proposed budget. 5. Education Reimbursement The Personnel Policy contains guidelines for a Spencer Employee Education Program. Job related advanced education meets the public purpose guidelines of this policy. The amount available for this program shall be considered annually. The cost of this program is contained in the City of Spencer Annual Budget. 6. Charitable Endeavors and Donations The City shall not as a normal activity donate public funds to charitable endeavors. While the City supports the many activities that provide for the betterment of our residents, the finances of the City, being limited, do not allow for support of all charitable endeavors.
