SPENCER PUBLIC WORKS The Public Works Department for the City of Spencer oversees the city’s solid waste division, the Northern Plains Regional Landfill, the Spencer Municipal Airport, street department and central garage, municipal buildings and property maintenance, city owned sidewalk and driveway installation, sanitary and storm sewers. The city’s Public Works Department is located within City Hall at 418 2 nd Avenue West. The Street Division operates under the direction of the Public Works Department. This division is staffed with 11 full time employees including two (2) mechanics and two (2) part time seasonal employees. Unlike many cities, Spencer’s Public Works Department is also responsible for maintaining the municipal airport property and the city’s grass and brush disposal site. The city’s public works employees provide the mowing, snow removal, building maintenance and hanger maintenance, and upkeep of the 450 runway lights at the Spencer Regional Airport. The City of Spencer has had a long-standing contract with Veolia North America to provide maintenance, operations, and management of the city’s 3.8 MGD wastewater treatment plant. The plant is located at 400 10 th Avenue Southeast just north of the Little Sioux River in the southeast part of the community. Additionally, Veolia North America also provides the services of overseeing and maintaining the city’s 10 lift stations, land application of biosolids, and septage receiving. Spencer Capital Improvements Planning The Spencer Public Works Department annually prepares and updates the city’s five (5) year Capital Improvement Plan for the planning and implementation of future infrastructure and street projects. A capital improvements plan is a short-range plan (usually between 3 and 10 years), which identifies capital projects and equipment purchases, provides a planning schedule, and identifies financing for planned improvements. The city’s capital improvements plan is an implementation tool used by the city to link between the local government and land use strategies identified in the comprehensive plan.
