SPENCER PARKS & RECREATION MASTER PLAN In 2000, the City of Spencer commissioned Dunbar/Jones Partnership from Des Moines, Iowa to create a master Parks & Recreation Plan for the community. The purpose of this plan is to ensure the residents of Spencer will continue to have a range of recreational amenities in a safe, convenient and aesthetically pleasing environment. As described in the Executive Summary of the plan, this document accomplished five tasks including: 1) describe the city’s existing park and recreation facilities, 2) review citizen interests and concerns about park and recreation issues, 3) identify park and recreation facilities and program surpluses and deficits, 4) recommend improvements and expansion of park and recreation facilities and programs, and 5) outline a 10-year action plan to implement recommendations. Overall goals of the Spencer Parks & Recreation master plan are: 1. Establish long range parks and recreation goals 2. Plan new and expanded parks and recreation facilities 3. Expand and complete the city’s recreation trail system 4. Identify additional funding sources 5. Increase community support and involvement 6.
