OBJECTIVE 6. The quality of community services and facilities should be maintained and technologies incorporated when available, feasible and cost effective. Provisions of a complete range of professional and social services to residents of Spencer compliment the other land uses in the community and are essential for a quality community.

POLICY RECOMMENDATIONS to support, attract and direct growth of cultural, civic, governmental, service and public land uses include:

Policy 6.a. – Update the city’s public safety equipment (police, fire, ambulance, emergency management, and public works) on an ongoing and as needed basis.

Policy 6.b. – Plan and budget for capital funding for improvements to the city’s public Library.

Policy 6.c. – Continue to evaluate technology equipment and needs at City Hall and other municipal buildings. Evaluate the need for a full time IT (Information Technology) staff person for the city’s future technology needs. Policy 6.d. – Planning for civic and public land uses should be made available in most zoning districts with the provision that more intensive utility and municipal services (e.g. water or sewer treatment facilities) may be allowed in commercial or industrial districts. Policy 6.e. – Support and encourage opportunities to embrace multi-cultural diversity throughout the community. Policy 6.f. – Continue participation in the Iowa Blue Zones program and keep the Spencer Blue Zones initiative active and sustaining.
