Beginning in late 2016 and into 2017, the City of Spencer experienced a resurgence in construction of new market rate multiple family housing units. One of the city’s newest multiple family housing developments, called Windcrest Apartments, is situated east of 11 th Avenue SW just north of the South Park Mall. The nearly $9 million development project includes a three (3) story, 70-unit multifamily apartment building intended for market rate leasing. In addition to the apartment building, the development also includes three (3), six-unit townhomes with attached garages. The townhomes include three and four bedroom units. The Windcrest apartments include a variety of

one, two, and three bedroom apartments with a couple of efficiency apartments. There is an elevator near the middle of the building next to a multipurpose community room.

In addition to new market rate apartments and townhomes at the Windcrest development, Spencer has also experienced a new affordable multifamily

residential development during 2016-2017. The Southern Point Apartments are also located in southwest Spencer, south of 12 th Street SW adjacent to the Holiday Inn Express. This development is a nearly $5 million project. This multifamily residential development is providing Spencer with 30 new

two, three, and four bedroom income dependent affordable rental units. Southern Pointe is developed by Community Housing Initiatives (CHI), a locally based housing organization. The Southern Pointe apartments are fully accessible to all persons. Every apartment unit complies with the Americans with Disability Act (ADA). Some units even cater to applicants with special needs such as lower countertop heights or lower cabinets that have been removed in order to accommodate wheelchair accessibility.
