d. Review and Approval of Draft OMB Meeting Minutes MOTION: For OMB to approve the November 8, 2018 OMB meeting minutes as presented. Boison moved and Gill seconded. Consensus: Unanimous. e. AOAC OMB Update to the AOAC Board of Directors ‐ Crowley updated the OMB on the report to the AOAC Board of Directors (BoD) meeting held on December 11, 2018, which was verbally presented by Deborah McKenzie. The update comprised of the recent decisions made by the OMB included the revisions of several expert review panels (food panel, dietary supplements, sulfates in seafood, and gluten assays) with methods including cannabis and gluten in oats. The activities of the OMB working groups included the technical advisory, appendices, committee on statistics and safety, codex STAN 234 and new member selection, which will be reviewed in the spring. Upcoming decisions related to the approval process, working on proposals for vetting members of the Codex working group, fine tuning balloting rules, and contractors interested in serving as technical volunteers (multiple roles) were also discussed. f. Update on November/December 2018 Expert Review Panel (ERP) meetings for which the OMB approved or revised members to accommodate the meetings was comprised of cannabis, ethanol in tea, micro, and gluten in oats. ERP chairs and liaisons provided additional updates. Cannabis: Phillips ‐ provided additional information on the cannabis ERP meeting including prior issues with quorum, but the ERP was able to review and adopt two candidate methods as First Action Official Methods of Analysis Ethanol in Tea: Boison – no update was provided on the Ethanol in Tea ERP. Micro: Crowley ‐ the Micro ERP did not have a quorum but received a sufficient number of reviews. The manuscript was given conditional approval with any changes proposed during the meeting to be forwarded to all of the members including those who weren’t in attendance for the final vote. The OMB will consider ERPs assembling via web‐conferencing that have been well seasoned and have spent several years meeting. It was recommended that the group be permitted to meet via web‐ conference. Further discussion may be required. Gluten Assays: Boison – updated the OMB on the gluten assays ERP. Discussions pertaining to the reproducibility data was unanimously agreed upon because of the efforts made during the review process to develop suitably homogenized standards that were applied to determined recovery and reproducibility brought meaning and visibility to the study. Consensus was that for the future, methods with inherently high variability, should use suitable homogeneous materials to test. The method was approved and will be used as the standard flagship method with which future methods will be compared. A question was asked concerning the availability of the materials originally developed by General Mills, which may now be procured from USP. Giancaspro provided information on the ISO guideline 80 on how to prepare materials that is homogeneous for testing as a reference standard or material. Boison added that the method author did use the guideline but failed in oats. g. 2019 First Quarter OMB Teleconferences & Meeting Dates/Times ‐ The OMB has had a long tradition of three (3) in‐person meetings per year; one at the AOAC Annual Meeting, a winter meeting at AOAC headquarters, and a summer meeting at Mérieux headquarters.
