Proposal on Contractors Interested in Serving as Technical Volunteers 

Increasingly AOAC expertise is needed both in a volunteer capacity as well as in a contractor  capacity.  While only for ERPs is it stated that contractors should not be members, the Sugars ERP  does have a roster that includes an AOAC contractor; however, it is noted that the contractor is a  leading expert in the field of that ERP with methods being approved.     Additionally, a stakeholder panel working group co‐chairs are also AOAC consultants.  There is no  guidance around selection of working group chairs as the decision for these have been generally  agreed upon by stakeholder panels or working group advisory panels.  In cases of the working group  chairs, the consultants are co‐chairs of which the other co‐chair(s) are AOAC volunteers.    It should be noted that the work being done as contractors is related, but not the same as the task  as a working group co‐chair. Hence, the contractors are not being contracted to do the volunteer  work. 

RECOMMENDATION:  For OMB to set up a small working group to work with staff in considering the language in policy and  process documents to draft clarification.
