DISCIPLINE NOTICE: AMR AHMED SAYED HASSAN ELOUFY

On June 12, 2025, a panel of the Discipline Committee found that Amr Ahmed Sayed Hassan Eloufy demonstrated conduct unbecoming a registrant by falsifying the identity of at least two competency validators in his application registration as a professional engineer with Engineers and Geoscientists BC and misrepresenting himself as a professional engineer to his former employer. In 2022, Mr. Eloufy was granted licensure as an Engineer-In-Training (EIT) with Engineers and Geoscientists BC. Shortly after, Mr. Eloufy applied for registration as a professional engineer with Engineers and Geoscientists BC. Engineers and Geoscientists BC received concerns regarding Mr. Eloufy’s application. Mr. Eloufy falsified the identity of contact information for and/or commentary from at least two of his competency validators in his application. Mr. Eloufy also misrepresented himself as a professional engineer to his former employer by identifying himself as a professional engineer on his resume, utilizing In an August 11, 2025, Consent Order, Patrick Michael Sails, P.Eng., admitted that he demonstrated unprofessional conduct in relation to the flood hazard assessment report he prepared with respect to a property in Squamish Lillooet Regional District, BC. As of August 21, 2025, Mr. Sails’ registration with Engineers and Geoscientists BC is suspended for a period of three months. In 2020, Mr. Sails prepared a flood hazard assessment report in support of a request to the Ministry of Transportation and Transit to reduce the existing covenant setbacks with respect to a property in Squamish Lillooet Regional District, BC. Mr. Sails prepared an inadequate report that did not comply with the requirements of a Class 1 flood hazard assessment and accepted responsibility for a professional assignment for which he did not have the necessary qualifications, training and experience. In the Consent Order, Mr. Sails admitted that he demonstrated unprofessional conduct contrary to the Engineers and Geoscientists Act , and agreed that, among other things, he failed to: • perform an appropriate assessment of the level of effort and class selection for the flood hazard assessment;

P.Eng. in his signature on documents addressed to his former employer’s staff and clients, and failing to utilize his EIT status when identifying himself on documents and correspondence addressed to staff at his former employer’s firm. Mr. Eloufy breached sections 66(b) and (c) of the Professional Governance Act ( PGA ) and demonstrated professional misconduct by failing to attend an interview with an Engineers and Geoscientists BC Investigator despite repeated requests to do so. On January 28-29, 2025, the panel of the Discipline Committee conducted a hearing concerning the conduct of Mr. Eloufy. On June 12, 2025, the panel issued its decision, finding Mr. Eloufy demonstrated conduct unbecoming a registrant and professional misconduct contrary to the PGA . On August 29, 2025, the panel issued its decision on penalty and costs. Mr. Eloufy’s registration with Engineers and Geoscientists BC is cancelled. Mr. Eloufy was ordered to pay a fine of $2,000 and $79,957.49 toward the legal costs of Engineers and Geoscientists BC. • refer to and/or comply with relevant and applicable guidelines, or the requirements set out therein, in the report; • conduct and document sufficient fieldwork or an analysis to reasonably evaluate the flood hazard or risks; and • obtain an appropriate documented check of the flood hazard assessment or include the appropriate Flood Assurance Statement in the report. As outlined in the Consent Order, prior to the end of his suspension, Mr. Sails must complete the "Professional Engineering and Geoscientists Practice in BC" online seminar and several Engineers and Geoscientists BC webinars. As of the effective date of the Consent Order, Mr. Sails is restricted from providing engineering services in relation to flood hazard assessments. To lift this practice restriction, Mr. Sails must complete several educational offerings set out in the Consent Order. If Mr. Sails successfully lifts the practice restriction, all of his work related to the practice restriction will be subject to a peer review for a period of 12 months or two projects, whichever comes later. Mr. Sails paid $5,000 towards the legal and investigative costs of Engineers and Geoscientists BC.
