CARBON TAX 20 What is the Draft Carbon Tax Bill all about? Part 2 - Allowances and offsets On Monday November 2, 2015, the South African National Treasury published for comment the Draft Carbon Tax Bill with a cutoff date for comments of December 15, 2015. To enable engineers to feel their way around the Bill, the contents have been edited for brevity and examples included to introduce the reader to the structure of the Bill as a com mentary.
