Division Description The Current Planning program is responsible for the realization of the City's land use goals and policies through the administration of discretionary land use entitlements (e.g., Planning permits). The Current Planning Division includes two (2) Senior Planners, one of whom oversees the City's Residential Development Control System (RDCS), two (2) Associate Planners, one (1) Planning Technician and one (1) Municipal Services Assistant (MSA). The work of the current planning program is also supported by contract planners. Current Planning activities include reviewing proposed plans for compliance with the zoning section of the Municipal Code, Specific Plans, the General Plan, and the California Environmental Quality Act (CEQA) and implementation of the Santa Clara Valley Habitat Plan. Current Planning members also provide public information (counter) service and perform process improvements to improve service delivery. The most common land use permit processes administered by this division include RDCS applications, Zoning Amendments, Development Agreements, Subdivisions, Site and Architectural Review, Use Permits, Sign Permits, and Tree Removal permits. The current planning team works closely with the Building Division and Land Development Engineering to review Building Permit applications and the construction of projects for consistency with Planning permits. FY 2016-17 and 2017-18 Accomplishments • Completed comprehensive Development Fee Study resulting in the implementation of new permitting fees phased in three times within one single year • Finalized Measure S RDCS Competition Manual, streamlining the application process and providing clarity regarding future extensions • Processed six RDCS applications through the new Measure S process • Processed 124 planning applications in FY 16-17 and FY 17-18 • Improved functionality of TRAKiT for permit processing and issuance • Completed Planning Commission and City Council review of the Station Area Master Plan • Evaluated freeway alignments for the High Speed Rail project, coordinated a response for High Speed Rail’s 15% design documents and created a South County working group with representatives from San Jose, Gilroy, Morgan Hill, and County of Santa Clara to coordinate efforts on High Speed Rail • Embarked on an education and enrichment program with the Planning Commission (PC) in coordination with the City Attorney’s office • Exposed PC members to local conferences and panels relative to upcoming work program FY 2018-19 and 2019-20 Activity Goals • Continue to improve and adapt functionality of TRAKiT for permit issuance, processing, and web-based access (Preserving and Cultivating Public Trust) • Advance work to streamline the RDCS process where possible under Measure S (Preserving
