Division Description Building Division reviews construction plans, issues permits, and provides field inspections for all construction and property development activities to ensure compliance with mandated regulations. In addition to issuing building permits, the Building Division is responsible for fire prevention activities including plan review and inspections, and complaint-based Code Compliance activities, which include investigation, case maintenance, case resolution, annexation inspections, business license reviews, and Certificate of Occupancy (C of O) inspections for zoning and building compliance.

The Recommended budget for FY 18-19 proposes that the division make the following modifications:

1. Upgrade Building Manager position to Building Official and increase compensation to reflect the commensurate salary of the Building Official Positions in comparable area cities.

2. Reinstate the Supervising Building Inspector position. This Supervising Building Inspector position will supervise four Building Inspectors and oversee building inspections. This position will replace the Fire/Building Inspector position. The City's Building Manager is a Building Official. Currently, he serves as the City's primary “in- house” Building Plan Checker. He issues fire, solar, building permits, and performs complicated commercial construction inspections. Reinstatement of the Supervising Building Inspector position provides for distribution of supervisory activities. Compensation reflects the responsibilities and requirements demanded of this position which includes building inspection scheduling, evaluation, education and certificate compliance. FY 2016-17 and 2017-18 Accomplishments • Issued 333 Commercial permits • Issued 1,864 Residential permits • Closed 393 Code Compliance cases • Completed 9,677 Inspections • Completed a comprehensive Development Fee Study that resulted in implementation of new permitting fees • Created a Residential Rooftop Solar expedited permitting ordinance • Created an Electric Vehicle Charging Station expedited permitting ordinance • Worked with the City Attorney’s office to create a new code enforcement administrative citation bail schedule for noncompliant code violators
