FY 2016-17 and 2017-18 Accomplishments • City Council unanimously certified MH2035 EIR (July 2016) • City Council unanimously adopted MH2035 General Plan (July 2016) • City Council unanimously adopted resolution placing RDCS Ordinance on November 2016 ballot (July 2016) • Voters approved Measure S (RDCS) 76.5% (November 2016) • Hale/Santa Teresa Draft EIR Circulation initiated (December 2016) • Completed 20 RDCS Competition Manual Workshops (106 hours) with Planning Commission (through April 2017) • RDCS Competition Manual adopted by City Council (June 2017) • Published Public Review Draft Zoning Code (August 2017) • City Council Certified Hale/Santa Teresa EIR (August 2017) • Completed comprehensive Development Fee Study that resulted in new Long Range permitting fees (November 2017, effective January 2018) • Completed 4 Planning Commission Workshops and 1 Joint City Council/Planning Commission Study Session on Public Review Draft Zoning Code (through January 2018) • Completed Planning Commission and City Council review and acceptance of the Station Area Master Plan (SAMP) (February 2018) • Completed Phase I, “Market and Land Use Capacity Assessment”, of the Monterey Corridor Study (February 2018) • Published Public Review Draft Final Zoning Code and Addendum to MH2035 EIR for Zoning Code Update (March 2018) • Evaluated freeway alignments for the High Speed Rail project, coordinated a response for High Speed Rail’s 15% design documents and created a South County working group with representatives from San Jose, Gilroy, Morgan Hill, and County of Santa Clara to coordinate efforts on High Speed Rail (Fall 2017, Spring 2018) FY 2018-19 and 2019-20 Activity Goals • Continue implementation of the City's Agricultural Lands Preservation Program (Regional Initiatives) • Initiate the development of Block Level Master Plans for the Monterey Road Corridor (Regional Initiatives) ($600,000) • Evaluate Urban Service Area Expansion/Annexation opportunities and assist applicants with LAFCO applications (Regional Initiatives) • Update applications and forms to align with new Zoning Ordinance (Preserving and Cultivating Public Trust) • Update the City design standards (Preserving and Cultivating Public Trust) • Update City Council Policies to align with Morgan Hill 2035 General Plan and Zoning Ordinance (Preserving and Cultivating Public Trust)
