The major problem of this project, which is unique to our city, is the quality of imple- mentation; as Vladimir Shaposhnik says, «the whole meaning of these shapes is in their clear-cut lines, if they are straight, they are straight, if they are curves, then they have a set radius». Even though the designers have no claims to the customer in this particular case, the quality of finishing and construction works leaves much to be desired. Nevertheless, Lyubov and Vladimir Shaposhnik are quite sat- isfied with the results and jokingly say that it could be worse. Unfortunately both in our city and in the country as a whole wishes and opinions of the architects are not of fundamental importance,

as far as the financial issues of implementa- tion are concerned. The idea suffers because of trying to save money or simply violating the design rules. Materials initially proposed in the project will often be substituted for cheap- er ones, and, sadly, such alternations are rare- ly agreed upon with the designers.
