Budget Overview

BUDGET TIMELINE On behalf of my Morgan Hill teammates, it is a privilege to present you and the community the Adopted Fiscal Year 16-18 Biennial Operating Budget and FY 16-17 through FY 21-22 Capital Improve- ment Program Budget (CIP). This is the first year of the transition to a two year operating budget cy- cle and six year CIP. The biennial budget consists of two separate budgets that the Council adopted. Prior to the conclusion of the FY 16-17 annual budget, the Council will be provided an update on reve- nue assumptions, fund balances, and possible amendments to the FY 17-18 annual budget. A sixth year has been added to the CIP to ensure a five year spending plan is maintained. The budget process commences in January with the City Council adopting its priorities, goals, and strategies for the organization and community. With the Council’s and community’s priorities in mind, each operating department proposed enhancements--otherwise known as “decision packages”-- which they believed would advance the aforementioned priorities. This process, overseen by the City Manager, was completed in April, 2016. The Fiscal Year 16-18 Bien- nial Operating Budget and FY 16-17 through FY 21-22 Capital Improvement Program Budget (CIP) was made available to the public on April 29, 2016 and was presented to the Council on May 4, 2016. A City Council budget workshop was held on May 20, 2016, a Public Hearing on June 1, 2016, and final adop- tion on June 15, 2016.
